HomeMy WebLinkAbout2001-11-27 - AGENDA REPORTS - VALLEY CALGROVE ST CLOSURE (2)CITY OF SANTA CLARITA AGENDA REPORT UNFINISHED BUSINESS City Manager Approval 4& Item to be presented by: hristopher Price DATE: November 27, 2001 SUBJECT: VALLEY STREET/CALGROVE BOULEVARD PERMANENT CLOSURE IMPROVEMENTS, PROJECT NO. 52003 — AUTHORIZATION TO ADVERTISE FOR BIDS DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve the plans and specifications, and authorize advertising for bids for the Valley Street/Calgrove Boulevard Permanent Closure Improvements, Project No. S2003. BACKGROUND At the April 10, 2001 City Council meeting, the City Council approved a budget transfer in the amount of $225,000.00 from City Council Contingency Account No. 1240-7401 to Account No. 52003001-8001 to initiate a capital improvement project to install the necessary physical improvements to permanently close the Valley Street/Calgrove Boulevard connection. This action would fulfill the direction taken by the City Council on March 27, 2001, which approved the Final Environmental Impact Report for the project. During the July 24, 2001 regular City Council meeting, the City Council directed staff to award a design contract to Psomas for the design of the permanent closure improvements in the amount of $23,571.00, and authorized a contingency expenditure in the amount of $1,429.00. Staff directed Psomas to prepare a conceptual design that concentrated on the specific issues raised by the City Council. Those issues were (1) sufficiency of emergency access through the closure, and (2) access for maintenance purposes by the Hidden Valley Homeowners' Association. On October 11, 2001, City staff met with members of several neighborhoods in the vicinity of the project to present the conceptual design. Staff mailed over 1,600 invitations to area residents in hopes of encouraging attendance at the meeting held at Peachland Elementary School at 7:00 p.m. Approximately 30 residents attended the meeting and provided their input regarding the conceptual design. Comments from the public were noted and incorporated into the final plans, as practical within the limits of the budget and the City Council's direction during previous meetings. e nn ¢��lg jf� Aienda Item VALLEY STREET/CALGROVE BOULEVARD PERMANENT CLOSURE IMPROVEMENTS November 27, 2001— Page 2 The plans and specifications will now be advertised for construction bids and awarded as soon as possible to the lowest responsive bidder for implementation. Some residents have requested that any funds remaining after the completion of construction be directed toward beautification efforts in the region. Staff will report on any available funds at the close of the project and will await direction at that time. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT At the April 10, 2001 City Council meeting, the City Council approved a budget transfer from City Council Contingency Account No. 1240-7401 to Account No. 52003001-5001 in the amount of $225,000.00 for the design and construction of the permanent closure improvements. At the July 24, 2001 City Council meeting, the City Council awarded a design contract to Psomas for engineering design services in the amount of $23,571.00, and authorized a contingency expenditure in the amount of $1,429.00. The City will also incur additional maintenance costs for the access control devices necessary to prohibit vehicular through -traffic while permitting emergency vehicle traffic.
