Newman DATE: April 10, 2001 SUBJECT: VALLEY STREET/CALGROVE BOULEVARD PERMANENT CLOSURE IMPROVEMENTS DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve a budget transfer from City Council Contingency Account No 1240-7401 to Account No. S2003001-8001 in the amount of $225,000.00 to initiate a capital improvement project to install the necessary physical improvements to fulfill the direction taken by the City Council on March 27, 2001. BACKGROUND At the March 27, 2001 regular City Council meeting, the City Council certified the Focused Environmental Impact Report WEIR) supporting the removal of the Valley/Calgrove link secondary highway designation from the City's General Plan Circulation Element. The City Council further directed staff to bring forward a budget appropriation item to allow for the construction of the necessary physical improvements. Staff will now proceed with the design of improvements to carry out the direction of the City Council to construct permanent cul-de-sacs with a provision for access by emergency vehicles only. As the City Council is aware, the private property gate access employed by the Hidden Valley Homeowners' Association (HOA) to prohibit through -traffic in this area was not successful or damage frequently occurred, incurring significant costs for maintenance, repair, and liability. Now that the privately maintained HOA systems will no longer be usable and the City will be responsible for emergency vehicle access control, careful consideration of the methods employed to carry out the direction of the City Council must be made. At this point, if approved, staff will move to prepare a structural permanent barrier proposal that is as economical as possible, while providing the best reasonable access to emergency services and pedestrians/cyclists. 11 Agenda Item /O L u" u' VALLEY/CALGROVE PERMANENT CLOSURE IMPROVEMENTS April 10, 2001— Page 2 Once complete, staff will return to the City Council with the recommended design for consideration and authorization to solicit construction bids. Upon City Council's award of contract, construction is anticipated to begin in September 2001 and be completed in late fall 2001. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The City's Contingency Fund will be reduced by approximately $225,000.00 to fund the design, construction, and administration of this project. The City will also incur additional maintenance costs for the access control devices necessary to prohibit vehicular through - traffic while permitting emergency vehicle traffic.
