OF SUPPORT FOR HISTORIC VETERANS MEMORIAL
COMMITTEE FUNDRAISING EFFORTS AND AUTHORIZATION
OF PROFESSIONAL SERVICES AGREEMENT FOR MASTER
PLANNING

RECOMMENDED ACTION
1. City Council adopt a resolution supporting the Historic Veterans Memorial Committee's
(HVMC) fundraising efforts.
2. City Council authorize the City Manager, or designee, to execute a professional services
contract with Campbell and Campbell, a California Corporation, architects for the master
planning services, subject to City Attorney approval. Funds have been budgeted in Fiscal
Year 2001-2002 Budget in account number: P2001-001.
BACKGROUND
In the Fiscal Year 2000-01 Budget, City Council appropriated $25,000 from the General Fund
for a Veterans Memorial Park. With the assistance of Assemblyman George Runner's office,
the City received a grant in August 2000 from the State of California for $250,000 to assist with
the acquisition of property. Immediately upon receipt of the grant, the City Council directed
staff to negotiate the purchase of property at the corner of Market Street and Newhall Avenue
in the Historic Downtown Newhall District. The property was subsequently purchased in
December 2000. The balance of the project budget in the amount of $62,522 was allocated for
design and construction of the project in the Fiscal Year 2001-02 Budget.
Over the past eight months, staff has worked with the Historic Veterans Memorial Committee
(HVMC) in establishing appropriate channels of communication, determining the role of the
City and the HVMC in the design process, and selecting a consultant to prepare a master plan
for the site. Staff has developed project guidelines with input from the HVMC to describe the
working relationship between the HVMC and the City and to establish principles, which will
be used throughout the master planning and design process. In keeping with the guidelines,
staff meets monthly with the HVMC to discuss the status of the project and to receive feedback
as it moves forward.

One of the primary functions of the HVMC is the design of the memorial feature that will be
located on the park site, as well as to raise funds for construction of the memorial. The HVMC
has requested a resolution of support to assist in their Fundraising efforts. The HVMC hopes
that by including such a resolution in their fundraising material, it will be possible to meet
their funding objective in a timely manner.

FISCAL IMPACT
Funds for the project are comprised of $42,037 from the State of California in the form of a
grant from the Governors Office, and $20,485 from the City's General Fund. These funds have
been budgeted in Account Number P2001-001 in Fiscal Year 2001-2002.

PROJECT GUIDELINES
HISTORICAL VETERANS MEMORIAL PLAZA
I. Purpose
The purpose of these guidelines is to establish the basic framework within which
the City of Santa Clarita (City) and the Historical Veterans Memorial Committee
(HVMC) may operate in order to proceed with the planning and design for the
Veterans Memorial Plaza, hereinafter to be referred to as "The Project."
II. Statement of Mutual Benefit and Interests
The City and HVMC have a mutual interest in the establishment of a Veterans
Memorial Plaza. The parties acknowledge that it is in the public interest that these
guidelines be accepted to promote good communication and cooperation during
planning and design of The Project.
In consideration of the above, the parties agree as follows:
III. General Principles
A. Oversight of The Project is the responsibility of the City.
B. All improvements must meet all applicable building codes, and shall be in
keeping with the Downtown Newhall Special Standards District and the
City's park development stndards.
C. As owner of the project site, the City shall control access to the site, and
assumes the maintenance responsibility for the site.
D. The 2001/2002 City Budget provides $62,522 toward the design and
construction of the Project. This amount is separate from the City Council
commitment to provide fifty percent of the cost of funding the Historical
Veterans' Memorial, up to $40,000.
IV. The City Shall:
A. Coordinate the activities of the City and the HVMC through consistent
communication and regular meetings during the course of the planning
and design of the Project.
B. Facilitate a public participation process to achieve a consensus of the local
community, businesses in the vicinity, and area veterans, as to the design
of The Project. This process will culminate with a Master Plan diagram.
C. Provide matching funding for a Veterans Memorial, up to $40,000, per
City Council Action on May 1, 1991.
V. The HVMC Shall:
A. Have an advisory role in the design of The Project. The HVMC shall have
primary responsibility for the design of any monument feature within The
Project, provided it shall follow a public participation plan approved by
the City.
B. Have primary role in fundraising for the development of a monument
feature.
C. Maintain financial records in accordance with requirements of the 501(C)
3 (Non- Profit) Federal filing status.
D. Provide annual financial statements of all revenue and expenditures on
behalf of HVMC to the City's Finance Manager.
Nothing in these guidelines is intended to be legally binding. The parties agree
that the information contained herein may be reviewed and revised as the
project proceeds if it is deemed mutually beneficial.
