SUBJECT: WEST NEWHALL IMPROVEMENTS, PHASE 108, PROJECT NO.
52041— PROJECT ACCEPTANCE

City Council accept the work performed by Padilla Paving Company on the West Newhall
Improvements, Phase 108, Project No. 52041; direct the City Clerk to file the attached
Notice of Completion; and direct staff to release the five percent retention 35 days after the
Notice of Completion is recorded, provided no stop notices, as provided by law, have been
filed.
This project installed curb, gutter, and sidewalk, and reconstructed streets in the West
Newhall area (Project Location Map). The project improved pedestrian safety, alleviated
drainage problems, and enhanced the aesthetics of the neighborhood.
On April 7, 1998, the City Council directed staff to apply for a Community Development
Block Grant (CDBG) Section 108 loan in an effort to expedite the completion of these
improvements as requested by the community. Phase "108" completed the improvement of
the remaining streets in the West Newhall area that were not included in the previous
phases. On September 14, 1999, the City Council awarded a contract for construction of the
subject project to Padilla Paving Company.
During construction, approximately 181 trees ranging from 4 to 24 inches in diameter were
encountered within the project limits. Of the 181 trees, 99 were protected in place or
unaffected by construction. Some of the trees were preserved by custom design changes,
such as meandering the sidewalk or curb, or decreasing the width of the street to the
minimum legal requirements. Recently, the City's Urban Forestry Division, with the help
of volunteers, planted approximately 211 trees in the West Newhall area. The trees
selected for this project are approximately 15 gallons in size and are of a species suitable for
planting in the parkway area.
The project was completed to the satisfaction of the City Engineer on March 9, 2001.

FISCAL IMPACT
The total cost for construction was $2,166,000.00. A Community Development Block Grant
Section 108 loan was used to fund this project.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
1. The City of Santa Clarita, a municipal corporation, is the owner of a certain public improvement
known as: Ceramic Tile Project — Project No. P0001-001.
2. The City's address is: 23920 Valencia Boulevard, Suite 300, Santa Clarita, CA 91355-2196.
3. The general location of said public improvement is at the Valencia Glen Aquatics Building and
the Valencia Meadows Aquatics Building, and at the outside restrooms at the following
parks: Newhall, Old Orchard, Bouquet Canyon, Santa Clarita, Valencia Glen, and Valencia
Meadows.
4. On February 2, 2000, a contract to install ceramic file at said park locations was awarded to:
Blackwood Builders, Inc., 24002 Lyons Avenue, Suite C, Santa Clarita, CA 91321.
5. Work under said contract was completed on March 12, 2001, to the satisfaction of the Director
of Field Services, and was accepted by the City on March 27, 2001.
