CONSENT CALENDAR
DATE: May 8, 2001
SUBJECT: REVISIONS TO CITY'S WIRELESS TELECOMMUNICATIONS
FACILITY REQUIREMENTS AND DESIGN GUIDELINES
DEPARTMENT: Planning and Building Services
RECOMMENDED ACTION
Council to direct staff to initiate revisions to the City's wireless telecommunications facilities
standards and requirements, including the development of co -location incentives and design
guidelines.
BACKGROUND
Over the past two years, the Planning Commission has received a large number of entitlement
requests from various telecommunications providers to install monopoles and other related
equipment at locations throughout the City. The operation and physical appearance of these
facilities has resulted in a number of issues and concerns among City residents and the
Commission. The key issue relates to the height and physical appearance of these facilities and
the adverse aesthetic impact that such facilities can have upon an area. As a result, the
Planning Commission has requested that staff investigate revisions to the City's requirements
and design standards for wireless communications facilities. This request was made following
a recent study session of the Planning Commission where the Commission received
presentations about the federal Telecommunications Act of 1996, technical system operations,
equipment siting, and stealthing and camouflage techniques that are available to minimize the
visual impact of such structures.
As part of the revision process, staff would research other city ordinances and procedures for
encouraging co -location of telecommunications facilities and design standards to improve the
overall visual effect of these devices.
ALTERNATIVE ACTIONS
1. Other actions as determined by Council.
