SUBJECT: SUPPORT FOR THE WILLIAM S. HART UNION HIGH SCHOOL
DISTRICT BOND CAMPAIGN TO FUND THE ACQUISITION AND
IMPROVEMENT OF SCHOOL FACILITIES, FURNISHINGS AND
EQUIPMENT

RECOMMENDED ACTION
Adopt resolution of support of the Board of Trustees of the William S. Hart Union High
School District's bond campaign to raise money for the acquisition, improvement and
modernization of junior and senior high school facilities, furnishings and equipment
throughout the Santa Clarita Valley.
The Board of Trustees of the William S. Hart Union High School District recently voted to
authorize a measure to be placed on the November 2001 ballot that, if approved by the
District's voters, would result in a general obligation bond sale in the amount of $158
million. This would equate to an estimated tax rate of a maximum $30.00 per $100,000.00
of assessed value, or for a home valued at $204,000.00 (the median assessed value of a
home in Santa Clarita), approximately $61.00 annually.
The Hart School District currently operates eight junior and senior high school campuses
and five alternative programs throughout the Santa Clarita Valley. The facilities are
designed to house approximately 10,200 students but are currently accommodating over
17,000. In addition, the overcrowding situation is costing the District in excess of $1
million annually in lease payments on portable classrooms.
If approved in November, the Bond would fund a specific list of projects to include the
construction of four new high schools, two new junior high schools and facilities for several
alternative education programs. It would also cover the renovation, modernization and
expansion of all of the District's existing junior and senior high schools, plus provide
required furniture and equipment.

The Hart District is anticipating receiving millions of dollars in state school construction
funds in the coming years if it can provide the 50 percent matching local funds required by
the State. The $158 million in anticipated Bond funds would meet the "local match"
requirements when combined with future developer fees and other assets available to the
District. Councilmember Ferry has requested staff prepare the following resolution in
support of the William S. Hart Union High School District bond campaign and requests the
Council review and adopt the resolution.
ALTERNATIVE ACTIONS
1. Do not adopt resolution supporting the William S. Hart Union High School District
Bond.
2. Remain neutral.
3. Other action as determined by Council.
FISCAL IMPACT
If approved by local voters, general obligation bonds in the amount of $158,000,000.00 will
be authorized for sale. This amount will equate to an estimated tax rate of a maximum
$30.00 per $100,000.00 of assessed value, or for a home valued at $204,000.00 (the median
assessed value of a home in Santa Clarita), approximately $61.00 annually.
