SANTA CLARITA, CA 91355 MARCH 5, 2001 CALL TO ORDER Mayor Weste called to order the adjourned meeting of the City Council at 3:15 p.m. ROLL CALL All Councilmembers were present with the exception of Councilmember Darcy who entered the meeting at 3:17 p.m. and Councilmember Smyth. PUBLIC PARTICIPATION There was none. CLOSED SESSION Carl Newton, City Attorney, advised of the need to conduct a Closed Session for the purpose of holding a: CONFERENCE WITH LEGAL COUNSEL — Anticipated Litigation Government Code Section 54956.9(c) — one matter RECESS AND RECONVENE Mayor Weste recessed the meeting to closed session at 3:16 p.m. and reconvened the meeting at 6:05 p.m. CITY ATTORNEY ANNOUNCEMENT Carl Newton, City Attorney, announced Session that was required to be reported. that no action was taken during Closed CITY CLERK'S ANNOUNCEMENT Sharon Dawson, City Clerk, announced that anyone wishing to address an item on the agenda should fill out a speaker's slip and submit it to the City Clerk before the item is announced by the Mayor. ROLL CALL All Council members were present. FLAG SALUTE Councilmember Kellar led the flag salute. PUBLIC PARTICIPATION There was none. STAFF COMMENTS There were none. ITEM 1 UNFINISHED BUSINESS SOLID WASTE FRANCHISE Jeffrey Lambert, Director of Planning and Building Services, reported that this item is a follow-up to Council direction from February 13, 2001 to obtain additional details on the Allied/BFI proposal without going out to bid. An evaluation of the BFI proposal was provided as well as highlights of negotiations with the existing haulers. Roll -offs are not included in the proposed exclusive contract amendment. RECESS AND RECONVENE Mayor Weste called a recess at 7:40 p.m. and reconvened the meeting at 7:66 p.m. Public comments continued with Nicole Brown; Karl McCarthy representing Blue Barrel, Kevin Crissman; and Dave Parikh. Five written comments were submitted on this item. In response to inquiries from Council, staff, including Rufus Young of Burke, Williams & Sorensen, provided additional information. RECESS AND RECONVENE Mayor Weste called a recess at 9:32 p.m. and reconvened the meeting at 9:36 p.m. Motion by Kellar, second by Darcy, to continue this item to the March 13, 2001 regular meeting, directing staff to issue the notice of non- renewal of extension under the evergreen clause. On roll call vote: Ayes: Darcy, Kellar, Weste Noes: Smyth Absent: None Abstains Ferry Motion carried. COUNCILMEMBER COMMENTS There were none. STAFF COMMENTS There were none. ADJOURNMENT Motion by Kellar, second by Weste, to adjourn the meeting at 9:50 p.m, to an adjourned meeting at 7:00 pm. on Tuesday, March S. 2001 (immediately following the Study Session scheduled for 5:30 p.m.) in the Century Room, 1' floor of City Hail, 23920 Valencia Blvd, Santa Clarita, CA. Hearing no objections, it was so ordered. FUTURE MEETINGS The next regular meeting of the City Council will be held Tuesday, March 13, 2001 at 6:00 p.m. in the Council Chamber, 1° floor of City Hall, 23920 Valencia Blvd., Santa Clarita, CA.
