Call To Order: 5:43 p.m.
Roll Call: All Councilmembers were present.

ITEM 1 DRAFT FISCAL YEAR 2001/2002 CAPITAL IMPROVEMENT
PROGRAM (CIP) BUDGET - OVERVIEW — George Caravalho, City
Manager, outlined the information pertaining to the pending adoption of the
Fiscal Year 2001/2002 CIP Budget. He then introduced Tony Nisich, Director
of Transportation & Engineering Services, and Kevin Tonoian, Management
Analyst who presented the issues in detail. Tony and Kevin gave an
overview of CIP Project accomplishments during the previous 12 months and
the status of ongoing and pending priority CIP Projects; budget information
pertaining to the current CIP budget.
George Caravalho, City Manager presented a comprehensive listing of all CIP
Projects proposed for funding as part of the Fiscal Year 2001/2002 CIP
Budget Process as well as a history of the City's revenues.
Council questions, concerns and comments included: matching funds;
slurry overlay; Golden Valley Road interim improvements including the
flyover; Newhall Partners; Haskell Canyon Bridge and the County's
involvement in this project; Block Grant items such as Scherzinger Lane, San
Fernando Road corridor study for feasibility; Whitney Canyon; monies from
the State; Beazer property request; educational center; aquatic center budget
clarification; baseball/soccer fields; probability of borrowing the money to
meet the needs of the community; Boys and Girls Club clarification which is a
direct benefit to the City and schools. Work toward breaking from
dependency on County Park system. Placenta Canyon Trails; automatic red
light enforcement cameras; Children's Museum clarification; Anawalt
property; Community Center Site clarification; parking structure; library
initiative monies from last year; positive public relations to help out libraries
and courts; economic projections; examine all opportunities for partnerships —
i.e. site at corner of McBean Parkway and Valencia Blvd.; viable possibility of
placing a bond issue on the ballot.
Council also requested a field trip to the property offered by Beazer.
George Caravalho, City Manager placed questions before the Council
regarding priorities; what can be afforded; borrowing money — and how
much, and offered several options to Council. The options were: (1) living
within our means; (2) borrowing; (3) borrowing $5 million from State
Infrastructure bank. Further information was presented regarding option 3.
Mayor Weste called for public participation.
Speakers during public participation were: Ruth Ann Levinson re: separate Sand
Canyon Swales from Sand Canyon Trails. Tim Boydston re: education of citizens
about the relocation and geographic location of City Hall. Jill ffiajic re: geological
problems at center of possible new City Hall site. Bob Clark re: seriousness of Sand
Canyon Swales and its effects on people of all ages. Connie Worden-Roberts re: Boys
and Girls Club issue. Allan Cameron re: City Hall site, which is not necessary at this
time and should not be on the list. Revenue generating concerns, and take the
opportunity to accept the open space that is offered.
Mayor Weste adjourned the meeting at 7:40 p.m. to an adjourned meeting of the City
Council at the Board of Supervisors, April 24, 2001 at 9 a.m.
