Flag Salute: Was led by Councilmember Kellar. George Caravalho, City Manager, introduced Elena Galvez and Kevin Tonoian, Management Analysts, who would present the proposed 2001/2002 Budget and Capital Improvement Program for Council consideration. ITEM 1 2001/2002 BUDGET AND CAPITAL IMPROVEMENT PROGRAM — Elena Galvez presented the proposed operating budget by department. Kevin Tonoian presented the proposed capital improvement program. Council questions and concerns: the current funding level for various on- going, multi -phase projects; encouraging staff to meet with the owner of the 38 acres adjacent to the Sports Complex to determine price and possible phasing and bring that information back to Council for discussion/direction; the status of the $700,000 for undergrounding along Soledad (reallocated for other projects); looking at phasing for the Aquatics Center; requesting a spreadsheet for B&T fees; the need to deal with the Whitney improvements in this budget year; waiting awhile on the Beazer property noting that land prices may go down; needing the Sand Canyon swale project as a health issue; the impact of borrowing money on future budgets; already being in debt for $19 million and only borrowing money for something really needed; looking at phasing as an option; itemizing specific projects to be completed with any borrowed funds; looking at ways to acquire the 38 acre property and making that separate from the Aquatics Center -- not making the Aquatics Center contingent upon acquiring the property; making the Aquatics Center the #1 priority and a source of pride for the City; project funding on specific pages in the proposed CIP budget; looking at roads proposed to be overlaid/slurry sealed; possibly doing the $1.3 million Via Princessa to Claybourne project at a later time; meeting with the Parks & Recreation Commission ASAP to discuss parks/open space; looking at the Anawalt building and Frew property as a possibility for expanding the Community Center; clarifying the improvements on Scherzinger Lane and the difference between that and the Vermont/Everett project; taking a tour with the Parks & Recreation Commission and reviewing the plan for the Community Center; maximizing economic development opportunities; needing City involvement for upgrading projects after the initial investment; and bringing back information on acquiring the Beazer property as open space and having the Conservancy identify any existing habitats. George Caravalho, City Manager, summarized the direction provided by Council to include putting together a tour of potential streets to be overlaid/slurry sealed; identifying specific projects for the possible $5 million loan; looking at land/buildings and the design for the Community Center, including the Anawalt property; proceeding with the Aquatics Center; meeting with the property owner and bringing back information to Council on the 38 acre property; with "found money" totaling $1.3 million. A joint meeting with the Council and the Parks & Recreation Commission is scheduled for June 7, 2001 at 5:30 p.m. Mayor Weste called for public participation. Addressing the Council was Allan Cameron and Ken Dean regarding the acquisition of the 38 acres adjacent to the Sports Complex. Mayor Weste adjourned the meeting at 7:35 p.m. l 1 1 =� Oma - Sharon L.
