Flag Salute: Was led by Councilmember Smyth. ITEM 1 FOLLOWUP TO 2001/2002 BUDGET AND CAPITAL IMPROVEMENT PROGRAM STUDY SESSION — George Caravalho, City Manager, outlined issues anticipated to be discussed during this meeting and the remaining budget timetable which includes a joint meeting with the Parks & Recreation Commission on June 7, the public hearing on June 12 with adoption of the budget scheduled for June 26, 2001. Council questions and concerns: reducing and minimizing the amount of any loan; not using $1.3 million from the General Fund for slurry seal; determining what specific projects Council wants thereby determining the goal, then seeing how much money is needed, then making cuts and reducing the amount of the loan; proceeding with acquiring the 38 acres without jeopardizing the swim center; creating a Council subcommittee to work with staff on making cuts; finding money before approving the budget; not advocating spending the reserve; whether all 14 requested vehicles needed replacement/could this be phased?/needing to know the amount coming from the General Fund; looking at magazine and trade publications for possible cuts; the status of the Anawalt property; needing the evaluation from the Santa Monica Mountains Conservancy for the Beazer Back Country project; leaving the $400,000 in the budget for the Beazer land and looking at it with the mid -year review; and various projects with matching grants. George Caravalho, City Manager, summarized the direction provided by Council to include reducing the loan amount by $1,985,000; coming back with information on what the $50,000 has been used for with the Sand Canyon swale project; having Councilmembers Kellar and Ferry on a subcommittee with Councilmember Smyth as alternate; and proceeding with the 38 acres. Mayor Weste called for public participation. Addressing the Council was Glo Donnelly regarding Quimby funds and local car dealers; Allan Cameron providing clarification on Quimby fees and the possibility of borrowing money from ourselves; Sue Ostrom expressing appreciation for the City's efforts.
