Flag Salute: Was led by Councilmember Ferry. ITEM 1 FOLLOWUP TO 2001/2002 BUDGET STUDY SESSION — George Caravalho, City Manager, outlined the proposed budget adjustments totaling approximately $6.7 million and the remaining budget timetable which includes the public hearing on June 12 with adoption of the budget scheduled for June 26, 2001. Lt. Trudy Wilson, Deputy in charge of the STAR program, distributed proposed costs for 2001/02 and outlined possible options. Council questions and concerns: looking at wider sidewalks on one side of the Haskell Canyon approach; providing additional funding in the amount of $100,000 as requested on behalf of the seniors; needing the Santa Monica Mountains Conservancy study on the Beazer property; options for the STAR program; and reducing the amount of any loan. George Caravalho, City Manager, advised that the Santa Monica Mountains Conservancy advised that they would spend a day and walk the Beazer property and offer comments. Should the City need more than that, a study would have to be paid for. Staff would proceed with acquisition of the Beazer property after budget adoption and hopefully close the deal by October/November. Councilmember Darcy left the meeting at 5:00 p.m. George Caravalho, City Manager, summarized the direction provided by Council to look into the sidewalks on one side of the Haskell Canyon approach; funding the STAR program in the amount of $300,000, keeping the summer programs and a portion of the 4t' grade; not proceeding with a loan at this time; funding Golden Valley Road for $1.4 million, Newhall Partners for $1.1 million and the Aquatics Center for $2.5 million, including $100,000 for senior transit; $17,000 for the strategic plan and holding $4 million until after studies are complete. Mayor Weste called for public participation. Addressing the Council was Cam Noltemeyer regarding the 38 -acre property acquisition adjacent to the Sports Complex.
