HomeMy WebLinkAbout2001-07-03 - MINUTES - STUDY SESSION NOTES (2)City Council Study Session July 3, 2001 Call To Order: 4:10 p.m. Roll Call: All Councilmembers were present with the exception of Cameron Smyth Flag Salute: Was led by Councilmember Darcy. ITEM 1 EDUCATION OF ENERGY ISSUES — City Manager, George Caravalho, introduced Terri Maus, Director of Field Services, who facilitated the presentation on Energy Issues. The following representatives from Southern California Edison gave presentations: Glen Becerra, Hal Conklin, Denise Henderson, and Jim Mendoza. Presentation by Glen Becerra was a brief summary of Energy Issues and what issues the representatives would be discussing. Presentation by Hal Conklin included: Generation Ownership; New Generation in California; Natural Gas Prices; Power Crisis Supply Timing Curve; CAISO Summer 2001 Capacity (California Independent System Operator); Pending Legislation and Regulations. Presentation by Denise Henderson included: Electric Generation Technologies; Generation Options; Customer Generation — Self -Generation; Customer Generation — Cogeneration; Over -The -Fence Sales; Important Issues of Customer Generation; SCE Interconnection Practices for New Generation; Merchant Plant; Selling into the Open Market; Reliability & Safety Enhancement; Conservation & Energy Efficiency; Load Management; Municipalization Issues and a summary. Council questions and concerns: status of what other cities are doing; short term solutions; long term solutions; keeping business centers locally; natural gas concerns; guidelines for the new advisory committee to follow; think through what the City is trying to accomplish by putting a municipally utility in place; necessary to protect the entire community; define existing resources; have a resolution for forming a utility; an approved time -line; reasons for quick action; costs; what can happen 5 years down the road; out of state help; impact to Senior Citizens; possibility of using other light sources in new buildings / businesses; advisory committee must track legislation, as it is moving fast; aggregation issue; City must be pro -active and stabilize and become self-sustaining; continue with outreach programs, safety. Response from SCE Representatives included: the role of an aggregator; hydro plants / pump storage facilities; importance of guidelines for the advisory committee; nothing the committee does this year will prevent outages this summer, but the committee can look at long term solutions, study the power line curve and there should be dramatic changes by this time next year; Look into direct access / community aggregation; short term goals should happen now. Explanation of what cities such as Oxnard are doing, although they are not a financially healthy city — their ideas have included shutting off every other street light, delaying action on any resolutions for six months. 1 Simi Valley — promotes conservation, taking no formal action at this time due to the fact there is so much before the legislation at this time. Lancaster — offering City land for future plants. Part of the safety outreach must include hazards of a privately owned generator — making sure it is properly installed. Mayor Weste called for public participation. Speakers during public participation on this issue included: Connie Worden- Roberts; Lauren Hazeltine; Cam Noltemeyer; Marci Wormser; Berta Gonzales -Harper. At this time, City Manager, George Caravalho addressed the City Council regarding several issues coming up on the City Council Agenda for July 10, 2001 and requested direction regarding the matter of Master's College and the Placerita Sewer Backbone issue. Council directed staff to consider a special meeting on September 6, 2001 for these two items. ITEM 2 BUS STOP SHELTERS AND BENCHES UPDATE — City Manager, George Caravalho introduced Tony Nisich, Director of Transportation and Engineering Services, and Bob Murphy, Transit Coordinator who presented the Council with a brief overview of the Bus Shelter / Bench issue. The highlights included Shelter amenities; existing shelters; advertising and lighting at shelters; shelter constraints; existing conditions of benches; current shelter / bench program; capital costs; long range financial forecast; current agreements; improvement goals; future plans. Council questions and concerns: staff is on the right course; removal of ads; City needs to have the ability to review advertisements and decide what should or should not be shown; first amendment concerns; need for more shelters in the Newhall / Canyon Country area; RFP should include requirement for safe lighting / solar lighting / energy efficient lighting; concise understanding of bus advertising; attractiveness of bus benches; many design opportunities; Council would like to see pictures of bus benches/shelters; more shelters not more advertising; benefits of kiosks near shelters. Mayor Weste called for public participation.
