Call To Order: 5:53 p.m
Roll Call: All Councilmembers were present with the exception of Cameron
Smyth.
Flag Salute: Led by Councilmember Kellar, along with a moment of silence for
Deputy Hagop "Jake" Kuredjian of the Los Angeles County Sheriffs
Department, who lost his life in the line of duty on August 31, 2001.
ITEM 1 HOMELESS / WINTER SHELTER — Adele Macpherson, Parks /
Recreation / Community Services Superintendent introduced Tim Davis,
President, Mark Young, Vice -President and Dave Tulmity, Executive
Director from the Community Development Corporation (CDC) who
facilitated the presentation on Homeless / Winter Shelter. The presentation
included a report on the 2001 Santa Clarita Shelter; efforts to develop a long-
term homeless shelter situation; background on the winter shelters since
1997; finding a more stable, efficient, effective and longer duration solution to
providing the winter shelter and making it adequate, acceptable, and
affordable. The CDC presented Council with statistics from 2001 regarding
individuals, families, children, volunteers for the shelters and the services of
the shelters. Several suggested new sites for a permanent shelter included
Rasmussen 38 acres; Porta Bella Yard; Edison yard; Sports Center / Aquatics
Park; Dockweiler Street; Gates Development; Drayton(City) Property;
Drayton (Blue Barrel) Property; Via Princessa Lot. The best available
locations according to the CDC are the Rasmussen 38 acres; Gates Sierra
Highway; Blue Barrel Drayton Property.
Council questions and concerns included: finding a good location;
community not agreeing with the options; questions regarding the Drayton
Property; Flood problem at Sierra Highway/ San Fernando; community
outreach; possibility of the Gates Sierra area; community acceptance of a
year-round program; transitional programs; proper training within the
programs. Further concerns were the costs of the Drayton Property; Council
requests time to look at options; Council realizes they must deal with this
issue, a site is very difficult and the process is very, very lengthy.
George Caravalho, City Manager stated that a residential area will not work,
and that retail / industrial areas are the best option. The area where the
center is temporarily located at now may be the best option, and the Gates
property may work. What is the City's role in this? A report will be
prepared by the CDC for the Council before any decisions are made as to the
future of the Homeless / Winter Shelter.
Mayor Weste called for public participation.
There was no public participation on this item.
At this time, Councilmember Ferry excused himself from the remainder of the meeting.

ITEM 2 SANTA CLARITA VALLEY WATER RESOURCES — Jeff Lambert,
Director of Planning and Building Services introduced Bob Sagehorn,
General Manager, and Mary Lou Cotton, Assistant to the General Manager
of Castaic Lake Water Agency, who facilitated the presentation on Water
Resources in the Santa Clarita Valley. The presentation included a review of
2000 actual water use; planning efforts to address projects water demand and
supply issues; partnership opportunities. Statistics were discussed regarding
total actual demand; alluvial aquifer; Saugus Formation; imported water;
recycled water. Further discussion included projected demand; planned
supply; water banking / conjunctive use; potential impact; planned demand
and supply, and current partnerships.
Council questions and concerns: low flush toilets; rebates to citizens;
limited use of watering lawns; potable drinking water; direction on
partnership opportunities is the right way to go; partnerships with California
Urban Water Conservation Council MOU; Development of a Valley Water
Partnership Committee; Recycled Water Ordinance and expedite best
management implementation; contamination updates; closing of wells;
funding that Congressman McKeon has brought forward; U.S. Army Corp of
Engineers involvement.
Mayor Weste called for public participation.
Speakers during public participation on this issue included: Joan Dunn
regarding the partnership opportunities, and Ed Dunn regarding progress
being made, importance of recycled water, low flush toilets.
Mayor Weste adjourned the meeting at 5:05 p.m.
