Call To Order: 5:36 p.m.
Roll Call: All Councilmembers were present.
Flag Salute: Led by Mayor Pro Tem Ferry.
ITEM 1 SUSTAINABLE BUILDING PROGRAM — Jeff Lambert, Director of
Planning and Building Services introduced his staff: Ruben Barrera, Building
Official and Amelia Rietzel, Management Analyst for Special Projects, as well
as Walker Wells, Rescue Program Director of Global Green U.S.A. Jeff
Lambert gave a brief history of the Sustainable Building Program including
the interest from Council in 1995 and 1999. Jeff Lambert further explained
the CEEP Program (Community Energy Efficiency Program), and the
progress that has been made since the Fall of 2000. Walker Wells updated
Council on current activities, key issues; Sustainable Building Components;
Building Process; benefits; types of programs. Jeff Lambert discussed the
current context and key issues of the program; proposed focus and phasing;
strategy; costs.
Council questions and concerns included: Mandatory vs. voluntary
requirements; windows; comfort level within new codes and designs; library
reference for developers of buildings; availability of information on the City's
WEBSITE; anticipated problems; possible reduction of fees; grants.
ITEM 2 BRIDGE AND MAJOR THOROUGHFARE FEE DISTRICT UPDATES
George Caravalho, City Manager, gave a brief overview on traffic and growth;
joint City / County B&T Districts; current local transportation fund sources.
George Caravalho introduced Tony Nisich, Mark Yamarone, Robert Newman,
Monica Fernandez, and Barry Witler representing the Land Development
Division of the County. A brief history was presented to Council which
included funding strategies; purpose of B & T Fee Districts; Districts within
the Santa Clarita Valley; District Revisions; proposed improvements;
methodology; costs.
Council questions and concerns included: fees; clarification of key
stakeholders; involvement of mobilehome park owners; Bouquet Canyon
District clarification; mitigation fees; clarification of optimal fee comparison
between City and County.
Mayor Weste called for public participation.
Speakers on the issue of B & T Fees included Connie Worden-Roberts and
Alan Cameron.
Mayor Weste adjourned the meeting at 7:30 p.m.
