AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, AMENDING TITLE 16 AND TITLE 17 OF THE SANTA CLARITA
MUNICIPAL CODE, ADOPTING VARIOUS AMENDMENTS TO THE UNIFIED
DEVELOPMENT CODE (UDC)
WHEREAS, the City of Santa Clarita General Plan requires the implementation of the City
of Santa Clarita Unified Development Code to be in compliance with the Government Code
of the State of California,
WHEREAS, the City of Santa Clarita initiated a Unified Development Code Amendment
00-003 (Master Case 00-397) on November 2, 2000 to modify various sections of Title 16 and
Title 17 of the City of Santa Clarita Municipal Code (UDC "clean-up);
WHEREAS, Unified Development Code Amendment 00-003 includes modifications to the
following sections of the UDC: Permits and Applications, Definitions, Zoning, Permitted
Use Chart, Residential and Agricultural Standards, Special Zones and Standards, Specific
Development Requirements and Parking Standards. The proposed
modifications/amendments are attached as (Exhibit A);
WHEREAS, the proposed amendments are consistent with and further implement the
Goals and Policies of the City of Santa Clarita General Plan;
WHEREAS, the Planning Commission conducted a duly noticed public hearing on
December 19, 2000 at City Hall, 23920 Valencia Boulevard, Santa Clarita, Ca 91355. At
this meeting, the Planning Commission adopted Resolution P00-47, recommending
approval of Unified Development Code Amendment Ordinance to the City Council and
adoption of the Negative Declaration for the Unified Development Code Amendment 00-003
(UDC "clean-up") to the City Council;
WHEREAS, the City of Santa Clarks, initiated a Unified Development Code Amendment
00-004 (Master Case 00-462) on December 21, 2000 to the Newhall Special Standards
District requirements of Title 17 of the City of Santa Clarita Municipal Code;
WHEREAS, Unified Development Code Amendment 00-004 includes modifications to the
following section: Downtown Newhall Special Standards District. The proposed
modificationslamendments are attached as (Exhibit B);
WHEREAS, the proposed amendments are consistent with and further implement the
Goals and Policies of the City of Santa Clarita General Plan;
WHEREAS, the Planning Commission conducted a duly noticed public hearing on January
16, 2001 at City Hall, 23920 Valencia Boulevard, Santa Clarita, Ca 91355. At this meeting,
the Planning Commission adopted Resolution P00-52, recommending approval of Unified
Development Code Amendment Ordinance to the City Council;
WHEREAS, on February 13, 2001, the City Council adopted a Negative Declaration under
separate resolution for Unified Development Code Amendment 00-003 (UDC "clean-up")
and the City Council adopted a notice of exemption for Unified Development Code
Amendment 00-004 (Downtown Newhall Special Standards District) because the project is
a minor alteration to the signage requirements within the Unified Development Code
(UDC) and will have no direct impact on the environment (Indirect physical impacts of
construction of on -premise signs are exempt under Section 15311, Class 11a of the
California Environmental Quality Act); and
VvMREAS, the City Council of the City of Santa Clarita conducted a duly noticed public
hearing on January 23, 2001 at City Hail, 23920 Valencia Boulevard, Santa Clarita, Ca
91355. The item was continued to the February 13, 2001 City Council meeting. At this
meeting, the City Council introduced an ordinance to modify the Unified Development Code
and passed the ordinance to a second reading on February 27, 2001.
NOW THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
ORDAIN AS FOLLOWS:
SECTION 1. The proposed amendments to the Santa Clarita Unified Development Code
are consistent with the City of Santa Clarita General Plan and meet the requirements of
the Government Code of the State of California.
SECTION 2. The proposed amendments to the Santa Clarita Unified Development Code
identified in Exhibits A and B are hereby adopted.
SECTION 3. That if any, portion of this ordinance is hold to be invalid, that portion shall be
stricken and severed, and the remaining portions shall be unaffected and remain in full
force and effect.
SECTION 4. That the City Clerk shall certify to the passage of this ordinance and shall
cause it to be published in the manner prescribed by law.

be taken, and a request for written comments for or against the request. If
the item is required to be heard before the Planning Commission, the notice
shall be mailed to all property owners within 500 feet of the project site,

Definitions
17.07.010 definition for "Accessory Structure" shall read, "shall mean a
building, part of a building or structure, which is incidental or subordinate
to the main building or use on the same building site. This shall include
living quarters on the same building site as a dwelling, designed or used for
housing servants or guests, having no cooking facilities or kitchen and not
rented or otherwise used as a separate building. Second units may have
kitchen facilities."

Permitted Use Charts
17.13.030.8.a under the category of Group residential or care facility where
six (6) or fewer residents, including staff, live or are employed on-site -
change the "X" under A, RE, RVL, RL, RS to "P"
17.13.030 change number 15 under Public and Semi -Public Uses to - "Banquet
facilities" requiring a conditional use permit in all commercial zones and a
minor use permit within the business park, industrial commercial and
Industrial zones. ("zoos" will be re -numbered to 16)

Property Development Standards
17.15.020.1 change #2 to read "All new residential development shall require the
planting of one 15 -gallon or 24 -inch box tree in the required front yard area
to the satisfaction of the Director of Planning and Building Services. This
requirement may be waived or modified by the Director of Planning and
Building Services where it is. found to be impractical due to topographical
conditions, is not in keeping with the neighborhood or otherwise will not
benefit the area. (Readjust numbers accordingly)
Special Zones and Standards
17.16.010 at the end of the first paragraph under "A. Purpose add "Although
the General Plan does not designate Mobile Home Park as a separate land
use designation, the Mobile Home Park (MHP) zone is consistent with the
Agricultural. Residential and Commercial land use designations of the

Parking Standards
17.18.070.H (to "Striping for Parking Stalls" diagram) modify compact spaces to

17.18.070.H.2.d add vehicle stacking for auto uses, such as car washes, oil change
facilities and similar uses within the chart. Stacking for three cars free and
clear of the drive aisles and parking areas.
17.18.080 change "Parking for Handicap Persons" to read "Parking for Disabled
Persons"
17.18.080 change all references in this section from "handicapped" to "disabled"
17.18.100 second sentence in paragraph should read "For industrial and

Requests for shared parking in excess of 20% are subject to the approval of
the Planning Commission and must meet the following conditions:
a. A parking analysis shall demonstrate that substantial conflict will not
exist in the principal hours or periods of peak demand for the uses
which the joint use is proposed.
b. lice number of parking spaces which may be credited against the
requirements for the structures involved shall not exceed the number of
Parking spaces reasonably anticipated to be available during differing
hours of operation.
c. Parking facilities designated for joint use should not be located further
than 500 feet from any structure or use served.
