AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA
TO APPROVE PREZONE NO. 96-001 (MASTER CASE 96-072)
FOR THE WES THOMPSON RANCH ANNEXATION AREA (ANNEXATION 96-001)
LOCATED AT THE TERMINUS OF GARY DRIVE AND MARILYN DRIVE EAST OF
SAND CANYON ROAD IN THE COMMUNITY OF CANYON COUNTRY OUTSIDE OF
AND ADJACENT TO THE CITY OF SANTA CLARITA CITY LIMITS
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA DOES ORDAIN
AS FOLLOWS:
SECTION 1: FINDINGS OF FACT The City Council does hereby make the following
findings of fact:
a. The applicant, American Beauty Homes, on March 28, 1996, proposed and initiated
prezoning of certain uninhabited property located in the Canyon Country area, as
shown on Exhibit A, for the purpose of designating Residential Suburban (RS)
zoning and RE (Residential Estate), to allow for annexation of uninhabited land
commonly known as Wes Thompson Ranch Annexation (Annexation 96-001) to the
City of Santa Clarita.
b. Such prezoning would become effective upon annexation and designated upon the
Zoning Map incorporated within and part of Title 17 of the City's Unified
Development Code.
C. The Planning Commission held duly noticed public hearings on the Wes Thompson
Ranch entitlements, including the Prezone 96-001 and Annexation 96-001, on July
26, 2000, and continuing on August 15, 2000, September 5, 2000, October 17, 2000,
December 5, 2000, December 7, 2000, and January 2, 2001. The item was again
noticed by sending property owners within a 500 -foot radius of the site, using
mailing labels supplied by the applicant, for the January 30, 2001 hearing before the
Planning Commission. At the January 30, 2001, meeting, the item was continued to
March 20, 2001, and April 3, 2001. The Planning Commission closed the public
hearing on April 3, 2001 and continued the item to the May 15, 2001 meeting for the
purposes of finalizing their recommendation to the City Council. On May 15, 2001,
the Commission voted 3 - 2 to recommend that the City Council approve Prezone 96-
001 for the Wes Thompson Ranch annexation area (Annexation 1996-001). Notice of
said public hearings was given in the manner. required by the Santa Clarita
Municipal Code and State law.
SECTION 2. Based upon the testimony and other evidence received at the hearing, and
upon the study and investigation made by the Planning Commission and on its behalf, the
City Council further finds as follows:
a. The purpose of the proposal is to prezone the project site from Los Angeles County
Heavy Agriculture, 1 acre minimum lot size (A-2-1) to City of Santa Clarita
Residential Suburban (RS) zone and Residential Estate zone upon adoption of
proposed General Plan Amendment No. 96-001, and certification of Final EIR SCH
No. 98111013.
b. That the prezone has been reviewed for consistency with the City's proposed General
Plan Amendment No. 96-001.
C. Public participation and notification requirements pursuant to Sections 65090 and
65391 of the Government Code of the State of California were duly followed.
SECTION 3. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS
Based upon the foregoing facts and findings in the Environmental Impact Report prepared
for the project, the City of Santa Clarita Council finds and determines as follows:
a. Said study found that the project would have an adverse impact to the existing and
future environmental resources of the area and an environmental impact report was
prepared.
b. On May 15, 2001, the Planning commission adopted a recommendation that the City
Council certify the final ETR prepared for this project.
C. On June 26, 2001, the City Council certified the Final EIR prepared for this project
by separate resolution.
SECTION 4. FINDINGS FOR PREZONE. Based upon the foregoing facts and findings,
the City Council hereby finds as follows:
a. That a need for the prezone of Residential Suburban (RS) and Residential
Estate (RE) does exist within the area of the project site so the site can be
annexed in to the City of Santa Clarita and so the site's zoning designation
would be consistent with the adjacent residential neighborhood.
b. That the subject property is a proper location for the RS and RE zoning
designation, because the site is adjacent to areas with the same zoning
designation and similar type of development.
C. That public necessity, convenience, general welfare and good planning
practice justifies the prezone classifications .proposed because the proposed
development will be consistent with the surrounding development and
consistent with the City's development standards.
d. That the proposed prezoning designation of RS and RE is consistent with
existing land uses in the area and would not result in a substantive change to
the existing zoning of the project site, as it is currently designated RE and RS
in the City's General Plan.
e. That the project site consists of 176 acres of land contiguous to the corporate
limits of the City of Santa Clarita.
SECTION 5. The City Council approves the request to prezone the Wes Thompson Ranch
Annexation area (Annexation 1996-001) to the City of Santa Clarita zones RS and RE, as
shown on Exhibit A on file in the Planning and Building Services Department.
SECTION 6. The City Clerk shall certify to the passage of this Ordinance and shall cause
the same to be published as required by law.
PASSED, APPROVED, AND ADOPTED this 10th day of July, 2001.

that the foregoing Ordinance No. 01-13 was regularly introduced and placed upon its first
reading at the regular meeting of the City Council on the 26th day of June, 2001. That
thereafter, said Ordinance was duly passed and adopted at the regular meeting of the City
Council on the 10th day of July, 2001 by the following vote, to wit:
