HomeMy WebLinkAbout2001-12-11 - RESOLUTIONS - APPROVAL BEAUTIFICATION MP (2)RESOLUTION NO 01-163 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING THE CITY BEAUTIFICATION MASTER PLAN (MASTER CASE 01-366) WHEREAS, the City Council of the City of Santa Clarita (hereafter "City") hereby makes the following findings of fact: A. A request for the preparation of a beautification master plan was initiated by the City Council (Master Case 01-366). The City Beautification Master Plan would apply to the entire City and areas annexed in the future. B. A Parks and Recreation meeting was held on October 4, 2001, at 7:00 p.m. in the City Council Chambers, First Floor at City Hall, 23920 Valencia Boulevard, Santa Clarita, CA. During this meeting, the Parks and Recreation Commission reviewed and provided comments on the City Beautification Master Plan. C. A public hearing was duly noticed for the Planning Commission meeting of November 6, 2001, which was held at 7:00 p.m. in the City Council Chambers, Third Floor at City Hall, 23920 Valencia Boulevard, Santa Clarita, CA. During this meeting, the Planning Commission received the staff report, provided comments and adopted Resolution P01-41, recommending approval of the City Beautification Master Plan to the City Council. D. A hearing was duly noticed for the City Council Hearing of December 11, 2001, which was held at 6:30 p.m. in the City Council Chambers, Third Floor at City Hall, 23920 Valencia Boulevard, Santa Clarita, CA. During this meeting, the City Council received the staff report and public testimony. . WHEREAS, In making its determination regarding the City Beautification Master Plan, the City Council has considered certain principles and standards, and finds and determines as follows: A. The City Beautification Master Plan is a document that would provide guidelines for visual and aesthetic enhancements that could be applied to existing public rights-of- way and future planning and improvement projects within the City and future annexation areas. B. The City Beautification Master Plan contributes to the City's visual resources and overall physical environment. C. The City Beautification Master Plan addresses the design and long-term maintenance of basic streetscape and public space elements that have a significant effect on the City's physical environment. D. On June 25, 1991, the City Council adopted Resolution No. 91-88, approving and certifying the Environmental Impact Report for the General Plan and adopting the General Plan for the City of Santa Clarita. E. The City Beautification Master Plan is consistent with the goals and policies outlined: within the City of Santa Clarita General Plan. F. The City Beautification Master Plan is consistent with the development standards within the City of Santa Clarita Unified Development Code. SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS. Based upon the testimony and other evidence received at the hearing, and upon the study and investigation made by the City Council find as follows: A. Draft Negative Declaration and Initial Study for this project have been prepared and circulated in compliance with the California Environmental Quality Act and adopted as required by that Act. B. Said study found that no adverse environmental impacts to the planning area would result from the City Beautification Master Plan. C. A Draft Negative Declaration was circulated for review and comment to affected governmental agencies and the public, and all comments received, if any, have been considered. The public review period was from October 16, 2001 through November 6, 2001. D. The City Council fully considered the Draft Negative Declaration and Initial Study prepared for the City Beautification Master Plan. E. The proposed project would not have a significant adverse effect on the environment and a Draft Negative Declaration and Initial Study were posted and advertised on October 16, 2001. F. The Draft Negative Declaration reflects the independent judgement of the City of Santa Clarita. G. The Planning Commission fully considered all testimony and evidence regarding the proposed City Beautification Master Plan. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Santa Clarita, California, as follows: SECTrON 1. The City Council hereby approves Master Case 01-866. SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
