HomeMy WebLinkAbout2001-08-28 - RESOLUTIONS - HR 1985 WATER ACT (2)RESOLUTION NO. 01-101 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, IN SUPPORT OF H.R. 1985, WESTERN WATER ENHANCEMENT SECURITY ACT WHEREAS, reliable, affordable supplies of good quality water are essential to quality of life and economic growth in the City of Santa Clarita; and, WHEREAS, the state of California is routinely subject to drought and the security of water supplies for the City of Santa Clarita is closely related to water infrastructure developments regionally and statewide; and, WHEREAS, facilities in the Sacramento -San Joaquin Bay Delta form the central distribution point for State Water Project and Central Valley Project water deliveries to areas throughout the state including the City of Santa Clarita; and, WHEREAS, the goal of the state -federal CALFED Bay -Delta Program is to improve the reliability of these facilities, by developing and implementing a comprehensive plan that will restore ecological health and improve water management in the Bay -Delta System; and WHEREAS, federal legislation in the form of H.R. 1985 (Calvert) would re- authorize federal. funding for CALFED, and authorize a competitive grant and loan program for water reclamation programs throughout California and the and West; and, WHEREAS, H.R. 1985 would allow implementation of the CALFED Program's Record of Decision (ROD), the formal planning document crafted over five years which incorporates the goals of water users, the environmental restoration, flood control and urban water quality improvements into a uniform plan; and, WHEREAS, The CALFED Bay -Delta Program is the largest, most comprehensive environmental restoration undertaking in California's history; and, WHEREAS, by implementing the CALFED Record of Decision and authorizing reclamation grants and loans, H.R. 1985 would create new opportunities in the City of Santa Clarita for the construction or management of water facilities (or other project) to increase yield and improve water quality through reclamation, recycling and reuse of municipal and agricultural wastewater. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita expresses its full support for the passage and enactment of H.R. 1985, and pledges its full support for implementation of its provisions in the City of Santa Clarita.
