A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
SUPPORTING AB 974
WHEREAS, the Los Angeles County Metropolitan Transportation Authority (MTA) is the
designated agency for allocating most federal, state, and regional transportation funds; and
WHEREAS, the City of Santa Clarita Transit Division (SCT) provides local fixed route,
regional express, and paratransit services for the Santa Clarita Valley; and
WHEREAS, SCT is one of 16 bus transit systems in Los Angeles County (MUNIs) that
receive most funding from revenue sources allocated by the MTA; and
WHEREAS, the MTA also has a transit operating division, which receives most of its
funding through revenue sources allocated by the MTA; and
WHEREAS, MTA Transit operations and the MUNIs operate an integrated bus transit
network serving all of Los Angeles County; and
WHEREAS, SB 1755 became law in 1996 to ensure that a level playing field existed
between MIA's transit operating division and the MUNIs, and that all bus operating and capital
funds would be distributed equitably among all bus transit operators; and
WHEREAS, the MTA does not interpret SB 1755 to include all bus operating funds; and
WHEREAS, AB 974 was drafted to clarify that all funds to be used for bus operating and
capital purposes (except those funds specifically earmarked for a particular agency by another
agency) are distributed equitably among all included and eligible bus operators.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does
resolve as follows:
SECTION 1 The City of Santa Clarita does interpret SB 1755 to include all bus operating
funds; and
SECTION 2: The City of Santa Clarita does resolve to support AB 974.
