A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA ADOPTING A NEGATIVE DECLARATION FOR MASTER CASE 00-397
WHICH CONSISTS OF AMENDMENTS TO VARIOUS SECTIONS OF TITLE 16
"SUBDIVISIONS" AND TITLE 17 "ZONING" OF THE CITY OF SANTA CLARITA
MUNICIPAL CODEIN THE CITY OF SANTA CLARITA
WHEREAS, THE CITY COUNCIL OF THE C
HEREBY RESOLVE AS FOLLOWS: ITY OF SANTA CLARITA DOES
SECTION 1. FINDINGS OF FACT The City Council does hereby find, determine, and declare:
a. On November 11, 2000 the City of Santa Clarita (the "applicant") initiated an
application for various amendments and clarifications Title 16 and Title 17 of the
City of Santa Clarita Municipal Code;
b. The Planning Commission held a duly noticed public hearing on Title 16 and
Title 17 on December 19, 2000 for clean up of various sections within the Unified
Development Code (UDC). The public hearing was held at 7:00 p.m. at City Hall,
23920 Valencia Boulevard, Santa Clarita;
C. At the hearing described above, the Planning Commission considered staff
presentations, staff reports, public testimony on the proposal and the Negative
Declaration prepared for the project;
d. The Planning Commission recommended that the City Council approve the
Master Case No. 00-397: UDC Amendments 00-003;
e. Public participation and notification requirements pursuant to Sections 65090,
65391, and 65854 of the Government Code of the State of California were duly
followed; and
The City Council held a duly noticed public hearing on Master Case 00-397 on
January 23, 2001. This item was continued to the February 13, 2001 public
hearing. This public hearing was held at 6:30 p.m. at City Hall, 23920 Valencia
Boulevard, Santa Clarita.
SECTION 2.LIEGATIVE DFrLARATION FINDINGS Based upon the testimony and
other evidence received, the Council further finds as follows:
a. An Initial Study and a Negative Declaration for Master Case 00-397 has been
prepared and circulated in compliance with the California Environmental
Quality Act (CEQA);
b. Said study found that no adverse impact to the existing and future
environmental resources of the area would result from the proposal;
C. The Initial Study has been circulated for review and comment by affected
governmental agencies and the public, and all comments received, if any, have
been considered. The public review period was from November 28, 2000 to
December 19, 2000;
d. The proposed project would not have a significant adverse effect on the
environment and a proposed Negative Declaration for Master Case 00-397 was
posted and advertised on November 28, 2000, in accordance with the California
Environmental Quality Act (CEQA);
e. The Negative Declaration reflects the independent judgment of the City of Santa
Clarita; and `
f. The City Council, based upon the findings set forth above, hereby finds the
Negative Declaration for this project to have been prepared in compliance with
CEQA.
SECTION 3. The City Council hereby adopts the Negative Declaration for Master Case
No. 00-397: Unified Development Code Amendments 00-003.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution for the
adoption of the Negative Declaration.
