HomeMy WebLinkAbout2002-07-09 - AGENDA REPORTS - 2002 CMP IMPLEMENTATION (2)CITY OF SANTA CLARITA AGENDA REPORT PUBLIC HEARING City Manager Approval Item to be presented by: Mark Yamarone DATE: July 9, 2002 SUBJECT: 2002 CONGESTION MANAGEMENT PROGRAM LOCAL IMPLEMENTATION REPORT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council conduct a public hearing and adopt a resolution finding the City to be in conformance with the Congestion Management Program; and direct staff to deliver the adopted resolution and the 2002 Local Implementation Report to the Metropolitan Transportation Authority on or before the September 1, 2002 deadline. BACKGROUND The Congestion Management Program (CMP) is a State -mandated program administered in Los Angeles County by the Metropolitan Transportation Authority (MTA). The CMP is intended to assist local agencies in linking land use decisions with impacts on the region's transportation system. The City is required to participate in this program in order to receive Proposition 111 Gas Tax funds. Participation in the CMP requires adoption of the proposed compliance resolution and a report to the MTA on new development activity and new transportation improvements. This report either credits or debits the bank established in the 1995 CMP reporting process. New development activity is debited against the bank, and transportation improvements are granted additional credits. The City must maintain a positive balance of credits to be in compliance with the CMP. Last year, the City submitted 95,731 credit points and 15,912 debit points (+79,819 credits total), yielding a balance of 410,069 credits, the fourth highest credit balance in Los Angeles County. This year, City staff is submitting a report to the MTA claiming 38,643 credit points and 28,570 debit points (+10,064 additional credits), for a preliminary net balance of 420,133 credits. The MTA requires that the City Council pass a resolution adopting the Local Implementation Report through a public hearing process. A public notice was posted in The Signal on June 21, 2002. City staff will deliver the adopted resolution and the 2002 Local Implementation Report to MTA staff for consideration on or before the September 1, 2002 Adopted: 2002 CMP LOCAL IMPLEMENTATION REPORT July 9, 2002 — Page 2 deadline. This resolution and report is an annually -performed action, which commits the City to comply with the state and federally -mandated Los Angeles County Metropolitan Transportation Authority Congestion Management Program. Proponents, opponents, and any interested persons may appear and be heard on this matter at that time.
