SUBJECT: SUPPORT FOR STATE ASSEMBLY BILL 2185 — LOS ANGELES
REGIONAL WATER QUALITY CONTROL BOARD
DEPARTMENT: City Manager
RECOMMENDED ACTION
City Council adopt a resolution in support of Assembly Bill 2185, legislation that would
provide more local and regional representation on the Los Angeles Regional Water Quality
Control Board.
BACKGROUND
With the adoption of new storm water runoff regulations and concerns over EPA mandates
and TMDL's, new attention is being paid to the regulatory agency, the Los Angeles
Regional Water Quality Control Board (RWQCB).
Currently, the RWQCB consists of nine members all appointed by the Governor. There are
no members on the board who directly represent public entities from the Los Angeles and
Ventura County areas, those who are most affected by the decisions of the board.
AB 2185 would not change the number of total seats on the board, rather it would allow for
three seats to have local representation, one city appointee (from the League of California
Cities), one county appointee (from Los Angeles and Ventura Counties), and one local
sanitation agency appointee remaining at nine seats.
Santa Clarita is very affected by new regulations mandated by the RWQCB. It is in the
best interests of the City and its residents to actively support Assembly Bill 2185, along
with the League of California Cities, and demand a local voice in the decisions of the Los
Angeles Regional Water Quality Control Board.
ALTERNATIVE ACTIONS
1. Withhold endorsement.
2. Other action as determined by the City Council.
