SUBJECT: CONTRACT WITH ACCESS SERVICES INC.
DEPARTMENT: Field Services
RECOMMENDED ACTION
City Council authorize the Interim City Manager or designee to negotiate and execute a
three-year contract between Access Services Inc. and the City of Santa Clarita, subject to City
Attorney approval.
BACKGROUND
Access Services, Inc. (ASI) is a countywide nonprofit corporation charged with providing
complimentary paratransit during all hours that local bus service is operated, as required by
the Americans with Disabilities Act (ADA). ASI contracts with the City of Santa Clarita to
provide these services in the Santa Clarita Valley. The current contract will expire on
August 2, 2002.
Since 1999, ASI has paid the City a fixed amount based on the population of disabled citizens
residing in the Santa Clarita Valley. On June 17, 2002, Access Services Board of Directors
agreed in concept to the proposed contract, and authorized its staff to complete final
negotiations and execute a new contract with Santa Clarita.
The proposed contract would change the relationship between the City and ASI. The method
of payment would be modified to reflect actual use, and ASI would be more involved in
monitoring the service. Santa Clarita Transit would be subject to the same requirements
placed on other ASI contracts. This includes modifying the phone system and installing global
positioning satellite devices on all vans, within 18 months of contract execution. The capital
costs of these improvements would be equally shared by both agencies. ASI and City staff
concur that this option is the most beneficial for each party and the customers we serve.
ALTERNATIVE ACTIONS
1. Terminate the City's contract with ASI. ASI would contract with another provider to
deliver ASI service in the Santa Clarita Valley. This would result in two separate
Dial -a -Ride operations in the Santa Clarita Valley.

FISCAL IMPACT
The existing population -based funding provided the City $319,472 during Fiscal Year 2000/01.
The proposed funding relationship would be based upon actual ASI customer use, and is
estimated at $195,437 during Fiscal Year 2002/03. The resulting $124,035 difference will be
partially negated by an increase in future years in Proposition A Incentive funding
programmed for Santa Clarita by the Los Angeles County Metropolitan Transportation
Authority (MTA), specifically for the purpose of transportation service to the disabled
community.
One-time capital costs to meet ASI requirements are estimated to be $100,000, of which
50 percent is anticipated to be funded by the City. These costs are projected to be programmed
in the Fiscal Year 2003/04 budget, and grant funds will be sought to diminish fiscal impact.
