HomeMy WebLinkAbout2002-11-26 - AGENDA REPORTS - ALTERNATIVE FUEL GRANT FUNDS (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: 4 Item to be presented by: Dennis Lupnens DATE: November 26, 2002 SUBJECT: RESOLUTION TO APPLY TO THE SCAQMD (SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT) AND THE MSRC (MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW COMMITTEE) FOR MATCHING GRANT FUNDS UNDER THE ALTERNATIVE FUELS LOCAL GOVERNMENT MATCH PROGRAM DEPARTMENT: Administrative Services RECOMMENDED ACTION Adopt a resolution, authorizing the City Manager to submit an application to the SCAQMD (South Coast Air Quality Management District) and MSRC (Mobile Source Air Pollution Reduction Review Committee) for funding under the Alternative Fuels Local Government Match Program. Authorize the City Manager or his designee to enter into agreements with the SCAQMD/MSRC necessary to participate in the Subvention Fund Match Program if selected for funding, subject to City Attorney approval. BACKGROUND The City is actively pursuing grants through the SCAQMD/MSRC. This current grant would match budgeted Air Quality Improvement (AB 2766) funds committed to the Transit Maintenance Facility (TMF), to purchase and install a Compressed Natural Gas (CNG) fast -fill fueling station with four dual dispensing units. In 2000, State legislation was passed requiring all new public transit buses be powered by non -diesel fueled motors. In preparation for the replacement and additional public transit vehicles, staff designed a CNG fueling station at the TMF. Design specifications for the TMF incorporate public access to the fueling station as required by the grant. The TMF construction budget allocated $550,088 in AB 2766 Subvention Funds to the construction of a CNG fast -fill station. These funds will be used to match this grant. The maximum base grant the City can receive is $275,044. The City's application will also request bonus match funds. The CNG project is eligible for two grant bonus categories, open to the public, 24 hours a day, 7 days a week, using smart card technology and strategic location within the South Coast AQMD. Each bonus category is worth 5% of the matching amount, or $27,504. If the City is successful in receiving the maximum grant, including both bonus categories, the grant amount would be $330,052. FISCAL IMPACT If the application is successful and the maximum grant is awarded, the CNG project will receive an additional $330,053 in AQMD/MSRC Local Government Match grant funds.
