Pri DATE: August 27, 2002 SUBJECT: 2001/2002 ANNUAL OVERLAY PROGRAM, PROJECT NO. M0020 — AWARD CONSTRUCTION CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1. City Council increase estimated revenues in Account No. 103-5103 by $139,650.00 and appropriate $139,650.00 in STP -L grant monies to CIP Project No. M0020103-8001; 2. Award construction contract for the 2001/2002 Annual Overlay Program, CIP Project No. M0020, to Security Paving Company, Inc. in the amount of $3,182,098.15; 3. Authorize an 8 percent contingency expenditure in the amount of $257,551.85; and 4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Annual Overlay Program is an integral part of the City's pavement management program. Each year streets are evaluated and identified for the need for overlay. The Annual Overlay Program will resurface major arterial, collector, and local streets in various areas of the community (see Exhibit "A" — Location Maps) to provide a smoother ride for traffic, enhance the appearance of the area, and extend the economic life of the roadway. On April 23, 2002, the City Council authorized the advertisement for bids for the 2001/2002 Annual Overlay Program, Project No. M0020. On July 31, 2002, the City Clerk's office received bids from the following five companies: COMPANY 1. Security Paving Company, Inc. 2. Granite Construction Company 3. Silvia Construction 4. M0020 AWARD CONSTRUCTION CONTRACT August 27, 2002 — Page 2 Security Paving Company, Inc. submitted the lowest responsive bid in the amount of $3,182,098.15. After reviewing the bid summary, staff verified the apparent low bidder's contractor's license, sureties company, and project references. Based on the investigation, staff recommends awarding the construction contract to Security Paving Company, Inc. in the amount of $3,182,098.15, with an 8 percent contingency expenditure of $257,551.85, for a total contract not to exceed $3,439,650.00. ALTERNATIVE ACTION This action would have a significant negative impact on the condition of the streets in question. FISCAL IMPACT The funds for the proposed 2001/2002 Annual Overlay Program in the amount of $3,300,000.00 have been funded in Fiscal Year 2001/2002 in the following accounts: M0020201 $ 740,000.00 M0020205 960,000.00 M0020103 1.600.000.00 Total: $3,300,000.00 In the addition, the City Council is being asked to appropriate additional STP -L grant monies in the amount of $139,650.00 to CIP Project No. M0020103-8001 at the time of contract award, for a total project value of $3,439,650.00.
