SUBJECT: SANTA CLARITA SPORTS COMPLEX, AQUATICS CENTER,
PROJECT NO. F3009 — AUTHORIZATION TO ADVERTISE FOR BIDS

RECOMMENDED ACTION
City Council approve the Plans and Specifications and authorize the advertisement for bids
for the Santa Clarita Sports Complex, Aquatics Center, Project No. F3009; and authorize
the City Manager to execute a change order in the amount of $165,000.00 to the
WLC Architects Professional Services Agreement to perform all necessary Sports Complex
design changes as previously directed by the Parks and Recreation Commission and the
City Council. Adequate design funds have been previously appropriated and are available
in CIP Project No. F3009001-8001.
BACKGROUND
This item requests authorization to advertise for construction bids for the Santa Clarita
Aquatics Center to be located at the Santa Clarita Sports Complex. This project
encompasses the aquatics elements identified for improvement to the Santa Clarita Sports
Complex as outlined in the Master Plan, established during Fiscal Year 1998/99. The
Master Plan items identified for the development of an Aquatics Center consist of a
50 -meter competition pool with bleacher seating; a 25 -meter pool with a competition diving
tank; a recreational pool; a building to house aquatics staff and to serve as a visitor center;
and a concession building with additional restrooms. Site amenities incorporated into the
project include parking and access roads, connecting walkways, signage, landscaping, and a
future gymnasium pad area integrated into the existing slope to the south of the proposed
facility. The project was also designed to incorporate a public art element at this facility's
main entry plaza. This effort was coordinated through the Parks, Recreation & Community
Services Department Cultural Affairs Office.
As part of the November 1998 Parks, Recreation & Community Services Master Plan for
the Santa Clarita Sports Complex, the community identified basic recreation and
community service needs for the Sports Complex site. The report identified neighborhood
impacts, investigated site constraints, and determined community opportunities. The report
also studied alternative solutions for this facility and recommended actions to protect the
integrity of diverse activities while forecasting, as accurately as possible, future needs.

On October 24, 2000, the City Council approved the award of a contract to WLC Architects
to prepare all remaining site design components per the Master Plan mentioned above. The
items identified include the Aquatics Center, expansion of the existing Skate Park, a
BMX/Wheel Sport Course, an Adventure play area, and miscellaneous recreation/park site
improvements. As a result of the costs involved to provide desired amenities for the
complex, the project was separated into smaller phases, and staff was directed to design
only the Aquatics Center, along with some of the site amenities at this time.
The design process has been a dynamic and vibrant one. From the beginning, the project
manager and design team have worked closely with City Aquatics staff, as well as a
dedicated group of local high school and club swimming advocates and community facility
users. Multiple meetings were held with these diverse groups to ensure that all possible
components were discussed, evaluated, and implemented in the final design of the
Aquatics Center. In addition to the project design group, three meetings were held with the
Parks and Recreation Commission, whose support this project now carries to the
City Council.
These processes generated three separate and distinct changes in direction to the
architect's scope of work. The first was a request to evaluate the pros and cons of demolition
of the existing site's Building No. 3. The second was a directive to design a pad to allow for
a future gymnasium at the site. The third change was to rework the site plan to meet the
changed needs recognized during the time since the completion of the first Master Plan.
The construction drawings reflect the revised Master Plan with the removal of the existing
Building No. 3 and an adjacent pad for a future gymnasium. Due to these scope changes,
this item is also requesting an increase to WLC Architects' current contract.

FISCAL IMPACT
Available funds for this project have been previously budgeted by the City Council in
Account No. F3009 in the amount of $8.3 million. Staff will prepare alternatives to allow for
the addition/subtraction of site amenities in order to be prepared to best take advantage of
the construction market during bidding. At the time of contract award, staff will provide
the City Council with recommendations for their consideration to establish project priorities
for these items.
