RESOLUTION FOR AN URBAN STREAMS RESTORATION
PROGRAM GRANT APPLICATION FOR THE BOUQUET CREEK
PROJECT

RECOMMENDED ACTION
City Council adopt a Resolution required for the Department of Water Resources Division of
Planning and Local Assistance Urban Streams Restoration Program Grant application.
BACKGROUND
Staff seeks to apply for an Urban Streams Restoration Program Grant. The purpose of the
grant is to acquire and restore a three -acre section of Bouquet Creek that flows through
Central Park and a mixed-use commercial/residential area in order to prevent property
damage caused by bank erosion, restore the natural value of streams, and promote
community stewardship through public education. In addition, Central Park is being
designed to reduce storm water runoff from play fields and other park facilities. This will
enhance the environmental characteristics of the stream and restore the stream to a more
naturally functioning state in the future, through a conservation plan. Upon award, the
project will be implemented over the next three fiscal years (2002-03 to 2004-05).
The Department of Water Resources stated they will more likely fund applications that
demonstrate evidence of significant local involvement in the project. To demonstrate local
involvement, the application requires a non-governmental organization co-sponsor. The
local environmental group, Friends of the Santa Clara River, has agreed to act as the
project's co-sponsor. The proposed restoration project meets the grant -funding criteria
through promoting awareness and stewardship of streams. Friends of the Santa Clara
River and Santa Clarita Organization for Planning the Environment (SCOPE) will promote
awareness and stewardship of streams by planning, implementing, monitoring and
maintaining the section of Bouquet Creek for which grant funds are sought. Additionally,
Friends of the Santa Clara River and SCOPE will provide volunteer time in the capacity of
biological resource planning, Bouquet Creek cleanup, and restoration project monitoring
that is crucial to the successful completion of the Bouquet Creek project.

While no specific amount of local matching funds is required to receive the grant, successful
applicants will contribute either in-kind services or financial resources, or both, to the
project. The City has applied for a grant in the amount of $114,525 from the Department of
Water Resources and has identified a total project in-kind match of $47,940 from the City
and the volunteer efforts of local community groups. The in-kind resources will be needed
over the life of the project. The in-kind match consists of $19,440 of existing staff or
volunteer time and $16,000 from existing park maintenance for the property as part of
Central Park (trash collection, trail maintenance) and other costs. The remaining $12,500
of in-kind support is for monitoring and laboratory costs for the volunteers. Non -general
fund resources will be sought for these activities. Although staff recommends that this
project be managed through the Environmental Services Division, it will be a cooperative
effort between the City Manager's Office, the Parks and Recreation Department, and
Environmental Services. If awarded, the City's financial contribution for our in-kind
portion of the project will begin in the fiscal year 2002-03 budget (October 2002) and will
end in fiscal year 2004-05. Please find Table 1 attached for a breakdown of in-kind and
grant costs by fiscal year.

Other action as determined by the Council.
FISCAL IMPACT
If awarded, the City will receive a total of $114,525 from the Department of Water
Resources, beginning in fiscal year 2002-03. Matching General Fund funding in the
amount of $2,500 to $5,000 annually for the next three fiscal years will be necessary,
beginning in fiscal year 2002-03, if an alternative funding source for monitoring cannot be
secured. If the alternative funding source for monitoring cannot be secured, in each of the
three fiscal years of the grant, $2,500, $5,000, and $5,000 respectively, will be required for
the City's portion.
