SUBJECT: 2002-2003 BUDGET AND 2003-2007 CAPITAL IMPROVEMENT
PROGRAM

RECOMMENDED ACTION
City Council / Redevelopment Agency conduct the public hearing on the Fiscal Year 2002-2003
Operating Budget and Five-year Capital Improvement Program, and schedule the budget for
adoption at the June 25, 2002 City Council and Redevelopment meetings.
BACKGROUND
This is a joint public hearing of the City Council and Redevelopment Agency on the Fiscal Year
2002-2003 Operating Budget, Redevelopment Agency Budget, and Five-year Capital Improvement
Program (CIP).
The annual budget process began in January 2002 at the department level. The City Council
Budget Committee has been involved in the budget process since January and has played a
significant role in the development of the proposed balanced 2002-2003 annual budget where
revenues meet ongoing appropriations.
On May 14, 2002 the City Council received for review the proposed balanced budget for fiscal year
2002-2003 which included the Capital Improvement Program and Redevelopment Agency Budged
A budget study session was held on May 21, 2002 were the Fiscal Year 2002-2003 budget was
reviewed and discussed.
Additionally, staff presented the Budget and Capital Improvement Program to the Planning
Commission on June 4, 2002 who made a finding that the scheduled 2002-2003 capital projects,
as well as the Five-year Capital Improvement Program is consistent with the goals and policies
of the General Plan. Furthermore, staff presented the Budget and Capital Improvement Program
to the Parks and Recreation Commission on June 6, 2002.
The proposed budget has total appropriations of $117.4 million. This includes $33,529,536 in
Capital Projects, $24,943,085 in Personnel costs, $58,415,665 in Operations and Maintenance, and
$516,000 in Capital Outlay.
The proposed Redevelopment Agency budget for 2002-2003 totals $499,720, which includes
$104,300 for Personnel and $395,420 for Operations and Maintenance. The balance will come
from the City in the form of a loan to the Redevelopment Agency. 5 C4O 0%t

The 2002-2003 Fiscal Year Operating Budget and 2003-2007 Capital Improvement Program
represents the City's ongoing commitment to provide the community with the utmost quality and
level of service attainable.
FISCAL IMPACT
Revenues for Fiscal year 2002-2003 are projected at $112,205,119 with an additional $5,199,167
of fund balance dollars being appropriated for one-time uses, for total resources of $117,404,286.
Total Appropriations for Fiscal Year 2002-2003 totals $117,404,286.which is in line with total
appropriations.

A Public Hearing will be held before the City Council of the City of Santa Clarita to consider
the proposed budget for fiscal year 2002/2003 and the Proposed five-year Capital Improvement
Program for 2003/2007 in the City of Santa Clarita.
The budget will be heard by the City Council in the City Hall Council Chambers, 23920
Valencia Blvd., 1st Floor, the 11' day of June, 2002, at or after 6:00 p.m.
If you wish to challenge this order in court, you may be limited to raising only those issues you
or someone else raised at the public hearing described in this notice, or in written
correspondence delivered to the City Council, at, or prior to, the public hearing.

PUBLIC NOTICE IS HEREBY GIVEN -
A Public Hearing will be held before the Redevelopment Agency of the City of Santa
Clarita to consider the proposed Redevelopment Agency budget for Fiscal Year 2002
/2003.
The budget will be heard by the Redevelopment Agency in the City Hall Council
Chambers, 23920 Valencia Blvd., 1st Floor, the 11E' day of June, 2002, at or after 6:00
p.m.
Proponents, opponents, and any interested persons may appear and be heard on this
