HomeMy WebLinkAbout2002-09-10 - AGENDA REPORTS - BUILDING CODE AMEND (2)PUBLIC HEARING CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: 1&"V/ DATE: September 10, 2002 Item to be presented by: Ruben Barrera SUBJECT: ADOPTION OF THE BUILDING CODE, MECHANICAL CODE, PLUMBING CODE, AND THE ELECTRICAL CODE, WITH AMENDMENTS DEPARTMENT: Planning and Building Services RECOMMENDED ACTION City Council conduct a public hearing, introduce an ordinance entitled "Adopting the Building Code, Mechanical Code, Plumbing Code, and the Electrical Code, with amendments" and pass to second reading. BACKGROUND The State of California mandates that local jurisdictions adopt and commence enforcement of updated State building codes every three years. The most recent State update becomes effective for enforcement by local building departments throughout California on November 1, 2002. The State mandates the enforcement of the new State codes for design and construction of new buildings for which a permit application is received on or after the effective date. The new State building codes are based on the following model codes: • 1997 Uniform Building Code, as published by the International Conference of Building Officials • 2000 Uniform Plumbing Code, as published by the International Association of Plumbing and Mechanical Officials • 2000 Uniform Mechanical Code, as published by the International Association of Plumbing and Mechanical Officials • 1999 National Electrical Code, as published by the National Fire Protection Association The State amendments are intended to keep up with new construction technologies, new materials, and the latest construction and engineering practices which are intended to enhance preservation of buildings as well as public safety in and around buildings. Agenda Item: Nil nccnCc- pa Se" reac�Jys State law allows local jurisdictions to amend the State building codes further, in accordance with the provisions of the State Health and Safety Code, if necessary, in order to address adverse local conditions related to climate, geology and topography. The State building codes cannot be amended locally for any other reason. Staff has identified several important amendments to the State codes that are necessary for dealing with local conditions in Santa Clarita. These are: • Structural provisions to minimize damage resulting from earthquakes generated by active faults in the area. • Alternate materials for potable water systems where the water and/or soil have aggressive qualities that can cause metal pipe to corrode or deteriorate at an accelerated rate. • Construction provisions to minimize fire hazards created by hot, dry climate and hilly, mountainous terrain and canyons existing in several areas of the City. • Construction provisions for foundation systems intended to prevent damage resulting from week soils and/or soils having aggressive chemical composition or physical properties that can cause damage to concrete footings and foundations. • Construction provisions to prevent mold from forming inside buildings as a result of ground moisture entering the building through concrete slab floors. The structural provisions have been developed through the joint efforts of the Los Angeles Regional Uniform Code Program, a regional, multi -jurisdictional coalition represented by building department experts. This group was formed in an effort to develop updated construction code provisions that are more effective at protecting the public as well as more consistent and standardized throughout the region. Correspondingly, it is anticipated that these structural provisions will be enforced consistently throughout the Los Angeles County region effective November 1, 2002. These amendments have been presented to local builders, contractors, and designers for comment. The City received no significant opposition to the proposed ordinance. ALTERNATIVE ACTION 1. Adopt State codes without local amendments. 2. Other action as determined by Council. FISCAL IMPACT The cost for enforcing updated codes and providing staff training has been included in the annual budget of the Department. The State codes are based on the following model codes: The 1997 Uniform Building Code as published by the International Conference of Building Officials (ICBG), the 2000 Uniform Mechanical Code and 2000 Uniform Plumbing Code as published by the International Association of Plumbing and Mechanical Officials (IAPMO), and the 1999 National Electrical Code as published by the National Fire Protection Association (NFPA). The adoption of the noted code amendments is in accordance with Section 17958.5 of the State Health and Safety Code. The hearing will be held by the Santa Clarita City Council in the City Hall Council Chambers, 23920 Valencia Blvd., 1st Floor, on the 10" day of September, 2002, at or after 6:00 p.m. Proponents, opponents, and any interested persons may appear and be heard on this matter at that time.
