SUBJECT: CAMP PLENTY ROAD/STILLMORE STREET - THREE-WAY
STOP INSTALLATION
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council adopt a resolution authorizing the installation of a three-way stop control at
the intersection of Camp Plenty Road and Stillmore Street.
BACKGROUND
Staff investigated the possibility of installing a three-way stop sign at the intersection of
Camp Plenty Road and Stillmore Street. Staff has been monitoring traffic conditions at
this intersection for the past two years due to the close proximity of a junior high school and
the heavy traffic congestion during school arrival and dismissal hours. Camp Plenty Road
at Stillmore Street is a T -intersection with an existing crosswalk on the north side of Camp
Plenty Road, as well as Stillmore Street.
According to the State of California's Department of Transportation Traffic Manual,
multi -way stop signs are warranted if:
1. The multi -way stop may be an interim measure that can be installed quickly to control
traffic while arrangements are being made for the signal installation.
2. At least two right angle and/or turning movement accidents occurred during a recent
12 -month period, which are correctable by a stop sign.
Minimum Traffic Volumes
3. Combined vehicle volume on both streets during any 8 hours must average at least
500 vehicles per hour; and
4. Combined vehicle and pedestrian volumes from the minor street during the same 8 -hour
period must average at least 200 units per hour; and
5. Delay to minor street vehicles during the maximum hour of the same 8 -hour period
must average at least 30 seconds per vehicle.

A traffic study was conducted and showed that the installation of a three-way stop at this
intersection is warranted and meets all the minimum traffic requirements. This three-way
stop control would establish right-of-way assignments at this intersection, and therefore
enhance the safety of pedestrians and motorists entering or crossing.

Other action as determined by the City Council.
FISCAL IMPACT
Funds are available in the Field Services Striping and Signing Maintenance account for
this work.
