SUBJECT: CDBG FUNDING AGREEMENT BETWEEN THE HART SCHOOL
DISTRICT AND CITY OF SANTA CLARITA FOR SCV BOYS &
GIRLS CLUB AT SIERRA VISTA

RECOMMENDED ACTION
Approve a $850,000 funding agreement between the City of Santa Clarita and William S.
Hart Union High School District for the new joint -use facility for the Santa Clarita Valley
Boys & Girls Club. Authorize the City Manager or designee to execute all CDBG funding
documents, subject to City Attorney approval.
BACKGROUND
This is an administrative action to reimburse the Hart School District with previously
allocated funds for the construction of the SCV Boys & Girls Club at Sierra Vista Jr. High.
In FY 2000-2001, the City Council appropriated $500,000 in CDBG funds to help fund the
new Boys & Girls Club facility. Council also directed staff at the June 26, 2001 Council
meeting to use $350,000 of proceeds from a CDBG Section 108 Guarantee Loan. Combined,
these funds are the City's contribution to the 27,000 -square -foot facility, estimated to cost
$6.2 million dollars. Any further request for construction funds should be taken in context
with the 2002-2003 budget process.
As a result of the City contributing funds, staff has been working closely with the William
S. Hart Union High School District to draft a funding agreement that will allow the City's
CDBG funds to be contributed to the project. Both parties have come to an agreement and
are prepared to move forward with the City Council's approval.
Additional funding to complete the project will come from Hart District appropriations,
Boys & Girls Club grants, and fund raising activities. This joint -use facility will support
programs and activities of the District, Boys & Girls Club, and the City. The Boys & Girls
Club will use 75 percent of the facility's space. The facility will contain a gymnasium and a
computer/learning center. Maintenance of the facility will be provided by the District and
the Boys & Girls Club staff.

ALTERNATIVE ACTIONS
1. The City Council may not approve agreement and ask staff to re-evaluate the funding
agreement to remove language or add language to the agreement.
2. Other action as determined by the City Council.
FISCAL IMPACT
Funding in the amount of $500,000 is budgeted in the FY 2001-2002 Budget. CDBG 108
loan proceeds will also be used for this project, in the amount of $350,000. Funding of the
project from the City will total $850,000.
