Pari DATE: January 22, 2002 SUBJECT: CEDARCREEK STREET — EXTENDING PASSENGER LOADING/ UNLOADING ZONE FOR RIO VISTA ELEMENTARY SCHOOL DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council adopt a resolution extending the existing passenger loading/unloading zone for Rio Vista Elementary School along the north side of Cedarcreek Street an additional 200 feet, from the existing zone to the kindergarten playground fence. The total length of the no -parking zone would be 300 feet. BACKGROUND On December 15, 1999, the City established a 100 -foot (school days only) passenger loadinglunloading zone for Rio Vista Elementary School along the north side of Cedarcreek Street. The school has been using the passenger loadinglunloading zone since that time. After the current passenger loading/unloading zone was established, it was determined that the zone did not provide sufficient length to accommodate all of the vehicles that line up to drop off/pick up students at the curb in front of the school. On December 11, 2001, City Traffic Engineering staff met with Mr. Hugger, Principal of Rio Vista Elementary School, and observed traffic conditions along Cedarcreek Street in front of the school. Staffs evaluation indicated that extending the existing passenger loading/unloading zone would help to accommodate more vehicles, thereby improving traffic flow during arrival and dismissal times. There will be minimal impact to on -street parking, since the time periods for the current passenger loading/unloading zone and the extension would be between 8:00 a.m. and 9:00 a.m. and between 2:00 p.m. and 3:30 p.m., school days only. On December 20, 2001, City staff received a letter (Exhibit "A") from Rio Vista Elementary School confirming the request. As stated in the letter, the school is making the request, and they are in full agreement with the proposed passenger loading/unloading zone extension. Other action as determined by the City Council. FISCAL IMPACT The work involves the installation of four signs, amounting to approximately $400.00. Funds are available in the Field Services Striping and Signing Maintenance account for this work. Valencia Blvd. Santa Clarita, California 91355 Dear Mr. Pari: During this past week we experimented with Officer Richard Phares' suggestion that we extend our loading/unloading zone another 200 feet in front of the school. This suggestion was given by him to improve the traffic flow and the safety of the students during arrival and dismissal times. I have observed the new loading/unloading zone and it has made a positive impact on the flow of traffic. It also appears to be a safer pattern because visibility near the school site has greatly improved during drop-off and pick-up times. Finally, the extended length permits all drivers to get near to curb to drop off their passengers, which has eliminated double parking and having children walk between cars. As a result of this experiment, I would like to request that the city post signs in front of the school, which makes 300 feet of curb space, fronting the school, a loadinglunloading zone. This zone would run from the east bus driveway down to the kindergarten playground fence. Presently, we have 99 feet of curb space which is "No Parking" all day long on school days. Our present loading/unloading zone would be included in the 300 feet and would be a "No Parking" area only during the following times: 8:00-9:00 a.m. and 2:00-3:30 p.m. on school days.
