HomeMy WebLinkAbout2002-09-10 - AGENDA REPORTS - CITY HALL WATERPROOFING (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: September 10, 2002 City Manager ApprovaIL" Item to be presented by: Chris Daste SUBJECT: CITY HALL EXTERIOR WALL WATERPROOFING DEPARTMENT: Field Services RECOMMENDED ACTION City Council waive the bid process requirement and award contract to Hamilton Construction Company for $67,650, and authorize the transfer of funds from City Council Contingency Account No. 2250-7401 into Account No. 5504-8640 in the amount of $67,650 to provide for the cost of all repairs necessary to waterproof the exterior walls and footings for the City Hall building. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND During the recent mold remediation project, workers discovered a potentially serious water intrusion problem within the City Hall building's exterior wall structure. A construction defect exists along the intersection of exterior wall flashing and the building footings. When properly installed, the flashing material will deflect falling water away from the building, and form a watertight seal along the bottom of the building's exterior wall surface. However, the flashing material at the City Hall building is not installed correctly, and there are several areas open to the outside with spaces as large as one inch. This unsealed condition has caused and will continue to cause water to enter the building on the first floor. This water intrusion condition is cause for concern, and may also be responsible for creating health-related concerns for City Hall building occupants in the event the situation is not corrected before mid-November 2002, and the anticipated heavy rains. As a lead contractor during the mold remediation project, Hamilton Construction Company is intimately familiar with the construction and design of the City Hall building, and was also instrumental in identifying the source of the water intrusion. Hamilton Construction Company is prepared to start work immediately to implement the design and specifications we have available to correct the problems. In order to minimize the threat of any new water -related damages to the building or reduce the possibility of incurring new health concerns for building occupants, staff recommends the City Council award a contract to Hamilton Construction Company in order to complete repairs within the next six weeks. If the standard bid process is followed, it will delay the start of repairs by another six weeks. ALTERNATIVE ACTION 1. Follow formal bid process and return to Council for award of contract. 2. Other action as determined by the City Council.
