HomeMy WebLinkAbout2002-02-12 - AGENDA REPORTS - CROSS VALLEY CONNECTOR CONTR (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approv _ Item to be presented by: Christopher/ DATE: February 12, 2002 SUBJECT: CROSS -VALLEY CONNECTOR GAP CLOSURE — PROJECT NO. 51001 — AWARD DESIGN AND ENVIRONMENTAL SERVICES CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the design and environmental services contract for the Cross -Valley Connector Gap Closure, Project No. S1001, to Tetra Tech, Inc. in an amount not to exceed $655,747.00 and authorize a 15 percent contingency expenditure in the amount of $100,000.00; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Cross -Valley Connector Gap Closure consists of a 1.6 -mile extension of Newhall Ranch Road from Interstate 5/State Route 126 to Copper Hill Drive/Rye Canyon Road, and will provide enhanced access to existing and planned commercial and industrial uses in the Valencia Industrial Center, Valencia Commerce Center, Valencia Gateway, Rye Canyon Business Park, and Valencia High School. The Connector will also dramatically reduce cross -valley bus travel times, and the roadway cross-section will be designed to include a Class I bike path adjacent to the roadway. The Cross -Valley Connector Gap Closure will be a significant link in the area's transportation network, as it will reduce out -of -direction travel and improve interregional travel by improving east -west mobility. The gap closure will aid in the balance of the region's transportation network by improving access to commercial/industrial centers located along the Interstate 5 corridor. Staff mailed a Request for Proposals (RFP) to 12 qualified design firms. Five firms submitted written design proposals to the City. Staff evaluated all proposals in accordance with the requirements in the RFP. From these five firms, staff interviewed the following top three design firms: Tetra Tech, Inc. S1001— AWARD DESIGN AND ENVIRONMENTAL SERVICES CONTRACT February 12, 2002 — Page 2 Staff determined that Tetra Tech, Inc. would best fulfill the City's needs for the project. Therefore, staff recommends awarding the contract to Tetra Tech, Inc. Through the 2000 Metropolitan Transportation Authority Abbreviated Call for Projects, the City was awarded $475,000.00 of AB 1012 (STIP) funds to be matched by $475,000.00 of Valencia Bridge and Thoroughfare (B&T) funds, for a total of $950,000.00 for the preliminary engineering and preparation of environmental documents. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Valencia Bridge and Thoroughfare (B&T) funds in the amount of $475,000.00 and AB1012 (STIP) federal funds in the amount of $475,000.00 have been budgeted in Account No. 51001304 for Fiscal Year 2001/02.
