DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council award the design and environmental services contract for the Cross -Valley

BACKGROUND
The Cross -Valley Connector Gap Closure consists of a 1.6 -mile extension of Newhall Ranch
Road from Interstate 5/State Route 126 to Copper Hill Drive/Rye Canyon Road, and will
provide enhanced access to existing and planned commercial and industrial uses in the
Valencia Industrial Center, Valencia Commerce Center, Valencia Gateway, Rye Canyon
Business Park, and Valencia High School. The Connector will also dramatically reduce
cross -valley bus travel times, and the roadway cross-section will be designed to include a
Class I bike path adjacent to the roadway.
The Cross -Valley Connector Gap Closure will be a significant link in the area's
transportation network, as it will reduce out -of -direction travel and improve interregional
travel by improving east -west mobility. The gap closure will aid in the balance of the
region's transportation network by improving access to commercial/industrial centers
located along the Interstate 5 corridor.
Staff mailed a Request for Proposals (RFP) to 12 qualified design firms. Five firms
submitted written design proposals to the City. Staff evaluated all proposals in accordance
with the requirements in the RFP. From these five firms, staff interviewed the following
top three design firms:
Tetra Tech, Inc. Pasadena, California
Willdan Foothill Ranch, California
Dokken Engineering Rancho Cordova, California
