SUBJECT: CROSS -VALLEY CONNECTOR ROAD — UPDATE
RECOMMENDED ACTION
City Council and Planning Commission review and discuss staffs presentation.
BACKGROUND
The purpose of this joint study session is to provide the City Council and Planning Commission
with an update on the progress of the Cross -Valley Connector (CVC) project. This report and
accompanying attachments, along with staffs presentation scheduled for the evening of
November 5, 2002, will provide the City Council and Planning Commission with:
A general overview of each individual component of the CVC.
A specific discussion on the status of the Soledad Canyon Road Interchange, Interstate 5
to Copper Hill Drive, and the proposed Golden Valley Road (GVR) Interim Traffic Solutions
projects.
A general discussion on the status of the Newhall Ranch Road extension, GVR Phase IV,
and GVR/State Route 14 Bridge Widening projects.
Cross -Valley Connector Connector Back�ound
The CVC is located in the center of the City of Santa Clarita. When complete, the project will
consist of 8.5 miles of new multi -lane arterial roadways, bridges, and intersections. The CVC
will achieve the seamless connection of Newhall Ranch Road and Golden Valley Road. The
connection of these two major arterial highways will provide a direct link between
Interstate 5/State Route 126 and State Route 14/Golden Valley Road.
Through a unanimous resolution previously adopted in December 2000, the City Council
identified the CVC as the City's top -priority route for completion. As the City Council is aware,
the CVC has received strong financial support from a variety of funding sources, including
federal, state, regional, county, Bridge & Thoroughfare fees, and local governmental agencies.
Securing additional funding for the CVC is the top transportation priority of the City's federal
and state lobbying efforts. Private investment has played a major role in closing the funding
gap that currently exists, as well as widespread community support from groups, such as the
Santa Clarita Valley Chamber of Commerce, Santa Clarita Valley Transportation Alliance, and
Valencia Industrial Association.

The City, working with various project stakeholders, has had much success in the past three
years in securing grant funding for the CVC. Through the 2000 Metropolitan Transportation
Authority (MTA) Call for Projects, $8.5 million was awarded to the Golden Valley Road/Soledad
Canyon Road Interchange. Through the 2001 MTA Call for Projects, the MTA awarded
$9.5 million for the construction of the section of Newhall Ranch Road between Copper Hill
Drive and Interstate 5. Through the efforts of Congressman McKeon, $1 million was awarded
to this same project through the 2002 federal appropriations.
The outstanding efforts of everyone involved in the project paid off this past April when the City
Council and its numerous stakeholders/partners gathered to celebrate the grand opening of
Golden Valley Road Phases I and III. The completion of the first two phases of the CVC
provides motorists with an important roadway connection between Sierra Highway and
Ruether Avenue.
The estimated cost to open the entire initial phase of the CVC (a minimum of four lanes) from
State Route 14 to Interstate 5 (including the Golden Valley Road/Soledad Canyon Road
interchange) is $192 million. To date, approximately $123 million has been spent or committed
to the project. An additional $39 million of "Potential Local Funding" has been identified for
the CVC from Bridge and Thoroughfare (B&T) fees and the dedication of needed right-of-way.
The "unfunded" balance for the initial phase of the CVC is $30 million. As part of the study
session, staff will discuss a strategy to secure a significant portion of the remaining needed
funds through a combination of pending federal funding requests and the upcoming MTA Call
for Projects.
Goal of Joint Study Session Presentation
The goal of this joint study session is to provide the City Council and Planning Commission
with an opportunity to engage in an open conversation with one another and staff on the
progress of the CVC.
In addition to providing the City Council and Planning Commission with a current snapshot
of the status of the CVC, it is staffs intention to use this opportunity to discuss future work
efforts and issues associated with this project. These work efforts and issues include:
• Status of the upcoming 2003 MTA Call for Projects.
• Status of Congressman McKeon's pending Federal Appropriation Request.
• Status of Environmental Review efforts associated with various segments of the CVC.
• Potential funding strategies associated with the overall CVC.
• Ongoing efforts to incorporate elements of the Aesthetics Mater Plan into the design of the
future GVR/Soledad Canyon Road Interchange.
• A discussion regarding anticipated budget adjustments to CVC related capital projects that
the City Council will be asked to consider during the upcoming midyear process.

While the estimated cost to construct the entire Connector is $245 million, the cost to open
the Connector in a phased manner is significantly less. The $245 million includes the
construction of Newhall Ranch Road and Golden Valley Road to their ultimate "General
Plan" widths. This cost estimate is based on limited design detail and may change as the
various components of the Connector undergo "final' design.
The estimated cost to open the Connector's initial phase (a minimum of four lanes) from
State Route 14 to Interstate 5, including the Golden Valley Road/Soledad Canyon Road
flyover, is $192 million. To date, approximately $123 million has been spent or committed

right-of-way. If you consider funding from the upcoming MTA Call for Projects in
February 2003 and the City being successful in receipt of a grant, the "unfunded" gap is
approximately $15 million to construct the initial phase of the Connector. Once the federal
appropriations are known in October 2002, we will be able to identify the financial methods
to fill the gap.
The attached table details the implementation status of each segment of the Connector, as
well as the funding options being pursued to close the funding gap. It is important to note
that at this time funding is available for the current phase of every segment of the
Connector. As demonstrated through past funding successes on this project, a number of
strategies are available to secure the remaining funds needed to complete the Connector.
Staff is confident that the City will be able to draw upon the collective resources of our
public and private partners to develop a comprehensive strategy to secure the needed
remaining funds in an expedited manner.

Public Meeting - On August 1, the first public participation meeting as part of the Community Center Feasibility Stud)
was held. The meeting was facilitated by RRM Design Group, the consultant who is heading up the project. At this
meeting, the public was asked to provide input on what they would like to see at the future Community Center.
Approximately 100 residents were in attendance and voiced their preferences for elements to include in the future
Center. In addition to amenities previously identified by staff, the public brought forward ideas for a dance room,
karate studio, and swimming pool. Toward the end of the meeting, the public was asked to vote for the amenities they
wanted included in the design of the Center.

RRM will take the feedback from the community meeting and convert their wants into space needs. RRM will
continue to meet with staff and provide updates on the Feasibility Study, and will make a presentation at the Council
Study Session on September 3. The next public participation is scheduled for October 3.

Caltrans Meetings - On Au 15 En '
g gust gmeering staff and Caltrans representatives conducted a Preliminary
Environmental Study (PES) for the I-5 to Copper Hill Drive project and the Newhall Ranch Road (Bouquet Canyon
Road to Golden Valley Road) project. The purpose of these meetings was to determine the specific environmental
course of action associated with these projects. In order to expedite the environmental process, staff is recommending
that Environmental Assessment reviews be undertaken. Staff anticipates that Caltrans will make a determination on
these matters within the next 30 days.
Golden Valley Road/Soledad Canyon Road Interchange - The Interchange connection is currently at 50 percent design,
with construction anticipated to begin in late 2003.
Golden Valley Road Phase IV - Grading for the portion of Golden Valley Road from Siena Highway to SR -14
continues as the outline of the road takes shape. This portion of the Cross -Valley Connector remains on schedule, and
the City looks forward to paving the road in spring 2003.
PUC Funding Request - Staff received final rankings of the grade separations to receive grant funding from the
California Public Utilities Commission. The City had submitted a $5 million grant application for the Golden Valley
Road/Soledad Canyon Road Interchange. The project was ranked 33 out of 59 on a statewide list. The State has $30
million to grant to projects over the next two years; however, our ranking is not high enough to receive funding.

September 2002 - Engineering, Traffic, and Planning staff will meet with Jeff Lambert to discuss potential
legislative/State funding opportunities to address the SR-14/Golden Valley Road Interchange.
September 2002 - The City will receive notification regarding the status of its federal request for funding to support
construction of the Golden Valley Road Interchange.
September 2002 - Working in conjunction with the Santa Clarita Transportation Alliance, staff will follow up with
Congressman McKeon's Office on the City's request for $8.0 million in federal funding for the Golden Valley Road
Interchange. Staff anticipates a tentative decision on this request in September.
September 18, 2002 - Cross -Valley Connector - Monthly Project Managers Status/Strategy Discussion.

On September 3, a Study Session was held to discuss the Community Center issue at length with the Council. RRM'a
presentation focused on the outcomes of the August community meeting and opportunities and concerns with foul
potential sites for a future Community Center. At the meeting, staff received direction to collect more data, specifically
on the Anawalt site. Rick Gould has formed a staff working group to study this issue and provide support to the effort.
This group (Troy Brown, Adele Macpherson, Fred Follstad, Chris Price, Sarona Vivanco and Rick Gould) meets on a
weekly basis to discuss issues including financing, construction costs, and site needs.
Upcoming Meetings/Activities
An item is scheduled to be heard by the City Council on the October 8 agenda. This item should provide answers to
variety of questions posed by the Council at the September Study Session and will also provide information on tl
Kinnen site. Staff is hoping to receive additional Council direction on proceeding with the Center at the October

Soledad/Golden Valley Road Interchange - Congressman McKeon has submitted the City's request for funds, and we
expect to hear the status of our request in October.
On September 18, Engineering staff met with representatives of the Golden Valley Ranch project to discuss the futi
widening of the Golden Valley Road/SR-14 Bridge. City staff and the developer are exploring opportunities to secs
future State grant monies to fund a portion of the bridge widening. The developer has retained a consultant and is
the process of developing a Project Study Report (PSR). A completed PSR is a necessary prerequisite to pursue fur
through the 2005 MTA Call for Projects.
On September 24, Engineering staff and representatives from Caltrans and the FHWA conducted a follow-up fif
review to discuss the environmental review process for the I-5/Copper Hill Drive and Riverpark segments of the Cro
Valley Connector. A final determination regarding the scope of environmental review for both segments is anticipat
in October.
Upcoming Meetings/Activities
November 5 - Joint City Council/Planning Commission Study Session to discuss the Cross -Valley Connector.
Newhall Ranch Extension/Initial Study - Planning has completed their review of the draft Initial Study being prepare
for the Newhall Ranch Extension. Staff anticipates that the Initial Study will be completed before the end c
September and that the Notice of Proposal (NOP) for the Newhall Ranch Extension will be circulated for comment i
