BACKGROUND Adele Macpherson In January 2000, City Council approved the concept of creating a local arts agency, known as the Cultural Affairs Office, to be housed in Parks, Recreation, and Community Services. Implementation of the new office included establishing an 11 -member Cultural Affairs Advisory Committee (CAAC). The purpose of the CAAC is to provide leadership, vision, connection, and commitment to cultural arts development. The CAAC is comprised of individuals representing arts, education, business, and the community at large. Committee members were selected in January 2001 and have reviewed 24 applications for the remaining CAAC positions. Current committee members are: Hannah Eisenberg, Gloria Locke, Murray Siegel, and Kimberle Wooten. The Planning Commission has appointed Commissioner Richard Winsman as their representative, and the Arts Alliance has appointed TimBen Boydston to replace their representative who resigned in November 2001. Candidates were evaluated and screened based on previously established criteria and overall experience in the arts. Committee members met with applicants in February 2002 to discuss their interest in serving on the CAAC. Staff presented nominations at the March 7, 2002, Parks and Recreation Commission meeting. The Parks and Recreation Commission endorsed the following individuals for the CAAC and requested staff to forward nominations to City Council for approval: • Samantha Carson • Rosy Loyola • Carmen Sarro • Paul Strickland ��o. al dw &.,��•� ��.4. y ii`t Agenda Items% Following approval of the four nominees above, one committee vacancy remains to be filled. The CAAC represents the broad scope and view of the community at large. Promoting, representing, supporting, advocating, and fundraising for cultural arts development are at the core of the City of Santa Clarita Cultural Arts Master Plan. As one of 11 representatives of the CAAC, you will work hand-in-hand with an array of volunteers from the community: artists, business leaders, educators, and City Commissioners. City staff from the Cultural Affairs Office (CAO) will participate with the CAAC in a strategic planning session during the first quarter of 2001. The strategic plan will clearly and consciously lay out the work of the CAAC and the CAO for the next three to five years. Becoming a member of the CAAC is a wonderful opportunity to get in on the ground floor of creating the City's first Cultural Affairs Advisory Committee and furthering the development of arts and culture in the Santa Clarita Valley. History In 1996, the City of Santa Clarita called upon local artists and arts organizations to come together to better understand and assess arts needs in Santa Clarita. This process led to a monthly community-based meeting, known as the Arts Alliance. The City and the Arts Alliance focused on developing a community -wide cultural arts master plan. In June 1997, with the aid of a matching grant from the Los Angeles County Arts Commission, an arts consultant was hired to develop the Cultural Arts Master Plan. Phase I focused on the needs of the arts community, arts organizations, and the need for further planning. Phase II focused on developing facilities and creating a Local Arts Agency, utilizing information from local arts organizations, potential partners, non -arts agencies, and City representatives. Eleven other comparable facilities were interviewed and assessed. An in-depth marketing study showed Santa Clarita as a potential hotbed for arts activity. ;a In January 2000, City Council approved the concept of creating a local arts agency, known as the Cultural Affairs Office. The concept includes, but is not limited to, the following: • Recruitment of qualified arts staff. • Development of a Cultural Affairs Advisory Committee. • Developing policy recommendations. • Strategic planning for the Cultural Affairs Office and the Cultural Affairs Advisory Committee. Cultural facilities development is underway with the City providing capital arts grants to develop a theater district in the Newhall Redevelopment Area, and the financial commitment to partner with College of the Canyons on their Visual and Performing Arts Center. In October 2001, a Cultural Affairs Supervisor and Cultural Affairs Coordinator were brought on board to establish the Cultural Affairs Office. 11/07/01 artssenIcaac1200 I Wufpose.doc Cultural Affairs Advisory Committee (CAAC) Job Description Qualifications: Attachment A • Interest in furthering the goals and objectives of the Cultural Affairs Office and the Cultural Arts Master Plan. • Knowledge or experience in providing vision, leadership, and commitment to cultural arts development. • Resources and professional experience with issues and trends in the Arts, locally, regionally, or nationally. Duties: • Serve for either a two- or three-year term. • Attend all CAAC meetings. • Serve on at least one ad hoc committee. • Work with the Cultural Affairs Office in developing policy recommendations to City Council. • Knowledge and available time to promote, represent, support, advocate, and fundraise for cultural arts development. • Advise the Cultural Affairs Office on development of arts -related issues. Time Commitment: • Annual all -day strategic planning session. • Approximately three (3) hours every other month for CAAC meetings. • Approximately two (2) hours every other month for committee work. • One (1) hour preparation time for all meetings. 12/31/01 aMsenleeecyobdesaiption.dw Attachment A CULTURAL AFFAIRS ADVISORY COMMITTEE Selection Criteria Cultural Affairs Advisory Committee — Steering Committee A five -member Cultural Affairs Advisory Committee (CAAC) Steering Committee was established in January 2001. The CAAC will evolve into an eleven -member committee. The Steering Committee was established to develop organizational and structural procedures for the CAAC. Advisory Committee Make-up The Advisory Committee includes representatives from the arts, business, community advocates, educators and City Commissioners. Selection The following process will be implemented to complete the CAAC: • Identify individuals who have an interest in serving on the CAAC • Letter of interest and resume submitted to the Cultural Affairs Office. • Steering Committee review of information submitted by interested individuals. • Presentation to Parks and Recreation Commission. • Recommendation to City Council. • Approval by City Council. I believe that my leadership experiences in the field of education, locally and regionally, have allowed me to acquire skills that will be an asset to this committee. This will be my first experience on a city committee though I have participated in various city—sponsored arts activities with my students. In my eight years as an educator in the Saugus Union School District, I have been an advocate for the arts. I present workshops for other teachers, bring in local artists, and provide students an opportunity to contribute to their city in such activities as painting bathroom tiles for the Anti -graffiti campaign, Bella Via, and theatrical events with The Masters College. My greatest reward has been the recent full scholarship to Cal Arts offered to one of my previous students. I believe that the arts can transform a person, a school, and a city. A gentleman by the name of Richard Foreman said the following: Art is a perspective; all perspectives are lies about the total truth; so art is a lie that, if it is strategically chosen, wakes people up ... The truth of art is in the audience's, the individual's, awakened perceptions. Our city is transforming before our eyes with the growth and development of recent years and even months. She was an avid collector of autographs at the Times Square theatre stage doors, and was thrilled when her first full time job tamed out to be as a secretary at the home office of Metro Goldwyn Mayer. She developed a life long love of movies and the theatre. Carmen and her husband, Joe, moved directly to Santa Clarita from Somerset, New Jersey, where both had been heavily involved in community theatre, in July of 1970- They immediately became charter members of the Canyon Theatre Guild. Within the next year Carmen became an Assistant Director, then a director. Their children Steve, Frank, _Christine and David all acted or worked back stage in many productions. She has served on the board and been President several times in the past. She remains a member and her last stage appearance was in April, 2000 in "Annie". Her experience with hospital volunteers when her youngest son, Ricky, was stricken with leukemia prompted her to become a "pink lady" at Inter -Valley Hospital - then went on to be one of the first in-service volunteers at Henry Mayo Newhall Memorial Hospital. She served on the Aumiliary Board, was President then went on to be President of the HMNMH Home Tour League. Carmen also served on other boards including Community Hot Line and the Red Cross Blood Services Committee. Carmen still volunteers at the hospital every Saturday morning. She became a member the Zonta Club of Santa Clarita Valley in 1978 and served on the board and was President (twice), Area Director and District Secretary and was co-chairman of the Zonta Study Tour 2000. Also during the seventies Carmen became active in a drive to form Canyon County. She went on to become active in City Formation. When the drive was successful Carmen was asked to assist the newly elected City Council and became the first City of Santa Clarita employee. She retired in November, 1999. The Santa Clarita Valley Chamber of Commerce honored Carmen by selecting her as "Woman of the Year" in 1985 recognizing her volunteer service and commitment to this community. She currently serves as Secretary of the S.C.V. Man and Woman of the Year Committee, which selects new recipients yearly. One of Carmen's passions is writing. She was a columnist for the Signal for 3 years and briefly for the Daily News. Carmen's other passion is traveling and hopes she and Joe can do more of that in the future. She has six grandchildren and has so far taken 3 of them to New York City to introduce them to the city where she grew up.
