SUBJECT: DEVELOPMENT APPROVAL AUTHORITY FOR THE LAS LOMAS
PROJECT AREA

RECOMMENDED ACTION
City Council adopt a resolution stating the City of Santa Clarita should be the lead agency
with approval authority for any proposed development south of the City of Santa Clarita,
east of Interstate 5 and west of State Route 14 and forward this resolution to the City of
Los Angeles, the County of Los Angeles and the Local Agency Formation Commission
(LAFCO).
BACKGROUND
On November 12, 2002, City Council directed staff to meet with the City's Las Lomas
project consultant and return to a future meeting with a recommendation regarding the
proposed Las Lomas development. On November 18, 2002, a meeting was held with the
City Council Development Committee, the City's Las Lomas consultant and staff to discuss
the proposed 555 -acre project in unincorporated Los Angeles County.
ANALYSIS
The Las Lomas project and annexation is currently undergoing environmental review by
the City of Los Angeles to determine the potential environmental impacts. Given the
project's close proximity to the City of Santa Clarita's southern boundary and the
potentially significant environmental impacts likely to result from a development of this
magnitude on the Santa Clarita Valley areas, the City of Santa Clarita should be the logical
lead agency to have approval authority of development in this area.
Section 56668 of the Cortese -Knox Hertzberg Local Government Reorganization Act of 2000
establishes factors to be considered by the Local Agency Formation Commission (LAFCO)
in the review of an annexation proposal. Natural boundaries and proximity to other
populated areas are some of the factors to be studied.

The location of the proposed project site, contiguous to the City's southern border, east of
Interstate 5 and west of State Route 14, is within a logical boundary of the City of Santa
Clarita. The City of Santa Clarita is the closest municipality to the Las Lomas project site.
The City of Los Angeles is not contiguous to the proposed project and currently does not
have public facilities, services or a sphere of influence in the Santa Clarita Valley.
Given the project's location, the City of Santa Clarita would be able to provide the most
efficient provisions for municipal services, offering mutual social and economic interest to
the future residents of the project site. Two major transportation corridors that define the
southern section of the Santa Clarita Valley, Interstate 5 and State Route 14 geographically
separate the project site from the City of Los Angeles and the San Fernando Valley.
ALTERNATIVE ACTIONS
1. Council may choose not to direct staff to prepare a resolution stating the City should
have approval authority in the Las Lomas project area.
2. Other direction as determined by the City Council
FISCAL IMPACT
No fiscal impacts are anticipated with this action.
