Nay SUBJECT: ESTABLISH THE BUDGET FOR THE EASTSIDE BRIDGE AND THOROUGHFARE DISTRICT REIMBURSEMENTS DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1. City Council appropriate $299,615.00 in Bridge and Thoroughfare monies from the Eastside District, Fund 303, to the Sand Canyon Road Improvements project, Account No. S3019302-8001. 2. Approve compensation to John Hill and Linda Dohrer in an amount not to exceed $40,000.00 for right-of-way acquisition costs related to the City's need to complete Sand Canyon Road Improvements, subject to City Attorney approval. 3. Approve reimbursement to Robinson Ranch Golf LLC for public improvement project design costs within the Eastside Bridge and Thoroughfare District in an amount not to exceed $259,615.00, subject to City Attorney approval. The Eastside Bridge and Thoroughfare District (District) was formed to provide funding for the construction of road improvements that are a part of the General Plan Circulation Element and identified in the District formation document. The District includes territory within the City and Los Angeles County. The District was adopted, last amended, and renamed from the Route 126 District to the Eastside District by the City Council on November 28, 1989, November 24, 1992, and January 12, 1993, respectively. The formation documents of the District include provisions obligating the City to provide reimbursement or credit for the costs incurred to construct the District's identified improvements. An agreement dated March 7, 2002 was reached to reimburse John Hill and Linda Dohrer in the amount of $40,000.00 for the acquisition of a strip of their property along Sand Canyon Road to accommodate its widening north of its intersection with the Robinson Ranch Golf Course entrance road. Sand Canyon Road is identified in the General Plan Circulation Element as a limited secondary highway. Right-of-way for this widening is eligible for reimbursement from the District. In addition, Robinson Ranch Golf LLC has completed an approved design to widen the Sand Canyon Bridge over the Santa Clara River, along with necessary approaches north and south of the bridge. This work was included as a condition of approval for Tract No. 52004. Its design and construction is included in the District report as eligible Bridge and Thoroughfare expenses. Invoices in an approximate amount of $259,615.00 have been submitted to the City for reimbursement. These invoices will be reviewed with the reimbursement based on actual costs. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Staff has previously anticipated these expenditures.
