Price SUBJECT: SOLEDAD EL NINO BANK STABILIZATION PROJECT ACCEPTANCE — PROJECT NO. D4001 DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1. City Council accept the work performed by Calex Engineering Company on the Soledad El Nino Bank Stabilization, Project No. D4001; direct the City Clerk to file the attached Notice of Completion; and direct staff to release the 10 percent retention 35 days after the Notice of Completion is recorded, provided no stop notices, as provided by law, have been filed. 2. Authorize the City Manager to execute a change order to the Professional Services Contract with Allan E. Seward Engineering Geology, Inc. for contractual geology inspection services associated with this project. The total value of the contract is not to exceed $72,000.00. BACKGROUND As a result of the heavy storm season in 1997/98, restoration efforts were initiated to prevent future erosion of the riverbank along Soledad Canyon Road across from the former Saugus Speedway. Emergency Relief Restoration funds from the Federal Highway Administration (FHWA) were secured to fund 88.53 percent of this bank stabilization project. This project consisted of placing 1,200 linear feet of soil cement bank stabilization along the riverbank. This type of floodwater protection has been successfully used throughout the Santa Clarita Valley. Existing rock was utilized at each end of the project. The original construction contract in the amount of $672,364.00 with a 15 percent contingency was awarded on September 25, 2001. At the City Council's direction, staff met with environmental groups regarding project permitting through the U.S. Army Corps of Engineers. The permit required utilizing a biologist full-time on the project. Additionally, a geologist was required to test compaction of both subgrade and soil cement. The original estimate for contractual geology inspection anticipated project costs that did not exceed the City Manager's contract approval authority. However, the combination of additional project hours and a prevailing wage requirement associated with the federal funds secured by the City for this project has increased geology inspection costs and requires City Council approval. �- 41yanda Item: SOLEDAD EL NISO BANK STABILIZATION PROJECT ACCEPTANCE January 22, 2002 — Page 2 Adequate funds for all project -related costs, including additional geology inspection services, have been previously appropriated by the City Council. No new appropriations related to the completion and acceptance of this project are being requested at this time. This project was completed to the satisfaction of the City Engineer on November 21, 2001. The total cost for construction was $686,160.00, which included $672,364.00 for the original contract amount and $13,796.00 (less than two percent) in construction change orders. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The project was completed on time and within budget. The City of Santa Clarita, a municipal corporation, is the owner of a certain public improvement known as Soledad El Nino Bank Stabilization Project No. D4001. 2. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196. 3. The general location of said public improvement is in the heart of the Santa Clarita Valley approximately 3,000 linear feet east of the Bouquet Canyon-Soledad Canyon Junction. 4. On September 25, 2001, a contract to construct said public improvement was awarded to Calex Engineering Company, 23651 North Pine Street, Santa Clarita, California 91321. Work under said contract was completed on November 21, 2001, to the satisfaction of the City Engineer, and was accepted by the City on January 22, 2002.
