Provide direction to staff on film permitting issues BACKGROUND Since the transition of the Film Office to the City in February of this year, staff . has conducted an analysis of the City's role in filming. City staff have met with local film businesses, community members, film industry professionals, the California Film Commission, other city film offices and Supervisor Antonovich's office. One area in particular that was looked at in this analysis is the issuance of film permits. Currently the EIDC (Entertainment Industry Development Corporation) issues film permits for the City of Santa Clarita. During its analysis, staff realized that there is no written contract between the City and the EIDC. Several items have been brought to staffs attention regarding the public's preference for the City to issue its own film permits. These include the local community's expectations of the City film office to mediate their concerns regarding filming, the film industry's preference for Santa Clarita to be a one-stop shop for film permitting, local film location's preference for their permits be issued by an agency that knows their specific location and has a relationship with them, and the local community's expectation that revenues generated from filming in Santa Clarita should stay in Santa Clarita. The City of Santa Clarita could begin issuing its own film permits by February 1, 2003. This would benefit both the public and the film industry by streamlining the permit process for the film industry and ensuring that the residents and businesses of Santa Clarita have one office to look to for any and all filming concerns. The estimated annual cost to the City would be $56,110 while the estimated new revenue from permitting would be $106,300 per year based on projected fees. In addition to issuing permits citywide, the City could also explore a partnership with the County of Los Angeles for issuing film permits for the entire Santa Clarita Valley in the spirit of the One Valley, One Vision plan. This would create a streamlined, one-stop filming office for the Santa Clarita Valley, alleviating confusion between City of Santa Clarita and County of Los Angeles jurisdictions and simplifying the permitting process.
