SUBJECT: RESOLUTION TO FILE AN APPLICATION WITH LAFCO
FOR ANNEXATION 97-01 FOR THE PROPOSED
ANNEXATION OF GOLDEN VALLEY RANCH, LOCATED
OUTSIDE THE CITY LIMITS GENERALLY EAST OF THE
CITY LIMITS, EAST OF STATE ROUTE 14, NORTH OF
PLACERITA CANYON ROAD, AND WEST AND NORTH
OF THE ANGELES NATIONAL FOREST.

City Council to adopt the Resolution authorizing the City Manager, or designee,
to file an annexation application with the Local Agency Formation Commission
(LAFCO) for the proposed Golden Valley Ranch Annexation.
BACKGROUND
This action authorizes the City Manager, or designee, to file an annexation
application for the Golden Valley Ranch Annexation consisting of approximately
1,311 acres of uninhabited land. This is comprised of 1265.1 acres of the
development project area and 45.9 acres of Caltrans right-of-way area.
Companion entitlement requests were approved and Environmental Impact
Report SCH No. 97121037 was certified by the City Council on January 24, 2002.
Entitlements include General Plan Amendment 97-003, Prezone 97-001,
Annexation No. 97-01, Tentative Tract Map 52414, Conditional Use Permit 97-
017, Oak Tree Permit 97-024, and Hillside Review 97-022.
The Cortese -Knox -Hertzberg Local Government Reorganization Act of 2000 and
the Local Agency Formation Commission (LAFCO) regulate annexation to the
City. Filing the application at this time would initiate the annexation process
with LAFCO and allow the project to proceed in a timely manner. All companion
entitlements would be submitted to LAFCO with the application and would
become effective upon annexation.

FISCAL IMPACT
A fiscal impact analysis has been prepared for the Golden Valley Ranch
annexation. The fiscal impact analysis shows that upon full buildout the project
would yield a net positive impact to the City's General Fund ranging from $1.13
million to $1.16 million annually after 10 years based on the 50 commercial acres
and the 530 residential lot development plan. Buildout of the project would
commence in the second quarter of 2003, and would take 4-5 years to complete.
The dedication of 974 acres of open space and development of turnkey elementary
school would also create other public benefits to the City as well as to other public
agencies.
On September 26, 2001, the property owner elected to pay the Storm Drainage
Fee in the amount of $8,122.94 annually.
