City Council accept the work performed by Rasmussen-Ebensteiner on Golden Valley Road Phase III, Project No. S3008; direct the City Clerk to file the attached Notice of Completion; and direct staff to release the retention balance 35 days after the Notice of Completion is recorded, provided no stop notices, as provided by law, have been filed. 2. Authorize the City Manager or designee, subject to City Attorney approval, to sign a quitclaim of the portion of the City property acquired by condemnation, north of the road right-of-way for Golden Valley Road, to the Santa Clarita Valley Facilities Foundation. BACKGROUND On July 10, 2001, the City Council awarded a contract to construct the subject project to Rasmussen-Ebensteiner. This project included grading Golden Valley Road from the future Via Princessa to Redview Drive and a 12 -acre parcel, storm drain construction, paving Golden Valley Road from Sierra Highway to Redview Drive, and traffic signal construction at the intersection of Golden Valley Road and Sierra Highway. It is important to note that in Exhibit "A," Phase III extends from Sierra Highway to Redview Drive because sewer for the future high school site and paving were constructed along this section of Golden Valley Road. The project was completed to the satisfaction of the City Engineer on July 17, 2002. In June 1999, the City acquired the portion of the property shown in Exhibits "B" and "C" through condemnation. The Santa Clarita Valley Facilities Foundation paid their proportionate share for the property acquisition in anticipation of the City executing a quitclaim deed. With the closeout of the project, it would now be appropriate to execute that deed. FISCAL IMPACT The total cost for construction was $7,762,240.07, $5,485,754.15 of which is the City's share for construction of the road, and $2,276,485.92 of which is the Santa Clarita Valley Facilities Foundation's share. Eastside Bridge and Thoroughfare funds and a loan from the General Fund funded this project.
