SUBJECT: 2002 HAZARD ELIMINATION SAFETY PROGRAM GRANT
APPLICATION

RECOMMENDED ACTION
City Council approve the proposed 2002 Hazard Elimination Safety project, and direct staff
to submit the completed grant application to California Department of Transportation
(Caltrans) by the October 31, 2002 deadline.
BACKGROUND
The State of California is currently accepting applications to fund projects that serve to
eliminate or reduce pedestrian and traffic hazards. The Hazard Elimination Safety (HES)
grant program is administered through Caltrans. Projects seeking funding through this
program must demonstrate the ability to reduce pedestrian injuries and fatalities. Each
year local agencies compete for HES funds by submitting candidate safety projects to
Caltrans for review. Caltrans prioritizes these projects statewide and releases an annual
HES Program Plan that identifies the projects that are approved for funding. Caltrans is
now soliciting candidate projects for the Federal Fiscal Year 2004/05. Projects will compete
for the approximately $16 million available to fund projects throughout the State. Staff has
identified a project that is eligible for submittal and that should rank well based on the
evaluation criteria.
The proposed project would enhance the pedestrian safety at several signalized crossings
throughout the City. In developing the intersection crossing enhancements, special
attention has been paid to the specific needs of those pedestrians who are "visually
challenged." The scope of work includes removing portions of median islands that extend
into the crosswalk, reconstructing non-standard pedestrian ramps, and upgrading
pedestrian crossing push buttons. The grant can fund up to 90 percent of a project. This
project seeks $360,000 in grant funds and would require a $40,000 local match, for a total
estimated project cost of $400,000. Staff has worked with several community groups,
including the Committee on Aging Corporation and the Santa Clarita Valley Senior Center,
in developing the project scope and identifying intersections for the modifications.

Applications are due to Caltrans by October 31 2002. Caltrans will then review and score
each application. Funds will be awarded to projects starting in Fiscal Year 2004/05.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
There is no immediate fiscal impact from submitting the recommended grant applications.
Should grant funds be awarded, the projects would be programmed for implementation
through the City's Fiscal Year 2003/04 annual budget.
