HomeMy WebLinkAbout2002-11-26 - AGENDA REPORTS - HOLIDAY PARADE PARTICIPATION (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approva Item to be presented by: Chris Dast6, DATE: November 26, 2002 SUBJECT: PARTICIPATION AND CO-SPONSORSHIP OF THE HOLIDAY PARADE DEPARTMENT: Field Services RECOMMENDED ACTION City Council approve the City's co-sponsorship of the 2002 Holiday Parade. Appropriate $12,000 from City Council Contingency Account No. 2250-7401, $4,000 to Field Services Account No. 5100-8001, and $8,000 to Sheriff's Department Account No. 6100-8076 to cover costs associated with co-sponsorship of 2002 Holiday Parade. Direct staff to perform an analysis following the 2002 Holiday Parade regarding future co-sponsorship. BACKGROUND In 2001, citizens comprising the Fourth of July Parade Committee suggested and established a new parade to be held during the holiday season. It was further suggested that the parade be held in the Canyon Country area of the City. The first parade was held on December 1, 2001, beginning in the area of Whites Canyon Road, and traversing Soledad Canyon Road to the east. The Holiday Parade Committee has once again requested commitment of City resources for traffic control and road closure. Staff has reviewed the expenses incurred at the 2001 Holiday Parade. It has been determined that based on that review, $4,000 of City resources would be required for this event. That estimate includes the expense of personnel to perform traffic control with associated equipment, and street sweeping of the parade route for the event. Given that this expenditure was not anticipated in the current budget, it is necessary to appropriate funds. In addition, it has been estimated that an additional $8,000 is required for sheriff personnel and equipment for the parade. The parade is planned for December 1, 2002. Because the 2001 Holiday Parade created significant congestion which severely impacted local businesses during the critical holiday shopping period, City staff and the Sheriffs Department received numerous negative telephone calls. Therefore, this year the parade will traverse Soledad Canyon Road from Whites Canyon Road at the Canyon Country Plaza east. The parade will turn south on Vilna Avenue, west on Mandan Street, ending at Luther Drive behind the Soledad Entertainment Center. ALTERNATIVE ACTION City Council not authorize use of staff, services, and equipment for the parade. City Council provide for staff, service, and equipment, and seek reimbursement for all costs.. Other action as determined by Council. FISCAL IMPACT Funds for this activity were not appropriated as part of the Fiscal Year 2002/2003 budget process.
