HomeMy WebLinkAbout2002-04-23 - AGENDA REPORTS - HOME DEPOT DEV (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval Item to be presented by: Curtis Nay DATE: APRIL 23, 2002 SUBJECT: PARCEL MAP NO. 26307 (HOME DEPOT, COMMERCIAL DEVELOPMENT AT THE SOUTHEAST CORNER OF NEWHALL RANCH ROAD AND RYE CANYON ROAD) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1) City Council approve Parcel Map No. 26307 (Home Depot, commercial development at the southeast corner of Newhall Ranch Road and Rye Canyon Road); 2) Accept on behalf of the public the offers of dedication for an easement for sanitary sewer purposes and all uses incident thereto, including the right to make connections therewith from any adjoining properties and a 60 -foot no -build, clear yard easement as offered for dedication; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the map for Parcel Map No. 26307, which indicates that all special assessments levied by the City have been paid; 5) Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 26307, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements which provides for the manner in which various improvements described on Parcel Map No. 26307, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. rn ,�; ' Venda Item: a x th' U Ea :.fi a w� �r r PARCEL MAP NO. 26307 — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION APRIL 23, 2002 — Page 2 BACKGROUND Parcel Map No. 26307 (Home Depot, commercial development at the southeast corner of Newhall Ranch Road and Rye Canyon Road) is the only phase of Tentative Parcel Map No. 26307, which was conditionally approved by the Planning Commission on August 21, 2001. This parcel map, consisting of approximately 15.3 acres, is located at the southeast corner of Newhall Ranch Road and Rye Canyon Road, and is owned by Home Depot U.S.A., Inc. Four commercial parcels are being created by this map, which is a resubdivision of Parcel 2 of Parcel Map No. 25649. Water rights have been secured for all four parcels. The site is for commercial purposes only and has no Quimby requirements. The conditions set by the County's Planning Director have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer, and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTION Staff has not identified any alternative action that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT No public streets are being dedicated to the City by this map. No impact will be made to the City's street maintenance budget. Approximately 15.3 acres. Four. Business Park. Home Depot U.S.A., Inc., a Delaware Corporation. Class I bike lanes are in place along both Newhall Ranch Road and Rye Canyon Road. No Quimby fee is required for this commercial project. The project is located in the Valencia Bridge & Thoroughfare District. The B&T obligation for this project is $760,818.50, and these fees have been paid. No transit fee is required for commercial development. No new public streets are being proposed within this phase. All appropriate school fees will be paid at the time of building permits.
