HomeMy WebLinkAbout2002-04-23 - AGENDA REPORTS - INDUSTRIAL CONDOS SMYTH DRIVE (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approv Item to be presented by: Curtis Nay DATE: April 23, 2002 SUBJECT: PARCEL MAP NO. 26275 (INDUSTRIAL CONDOMINIUMS ON SMYTH DRIVE) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1) City Council approve Parcel Map No. 26275 (Industrial Condominiums on Smyth Drive); 2) Accept on behalf of the public the offers of dedication for public streets, the right to prohibit direct vehicular ingress and egress to Newhall Ranch Road, the right to restrict direct vehicular ingress and egress to Smyth Drive, the right to restrict the erection of buildings or other structures within the geologic restricted use area, and an easement for landscape maintenance purposes and all uses incident thereto; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b)that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the map for Parcel Map No. 26275, which indicates that all special assessments levied by the City have been paid; 5) Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 26275, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Parcel Map No. 26275, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. �, n Agenda Item:lAx PARCEL MAP NO. 26275 — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION April 23, 2002 — Page 2 BACKGROUND Parcel Map No. 26275 (Industrial Condominiums on Smyth Drive) is the only phase of Vesting Tentative Parcel Map No. 26275, which was granted approval by City Planning staff on July 3, 2001 per the North Valencia II Specific Plan. This parcel map, consisting of approximately 6.5 acres, is located within the Valencia Industrial Center between Smyth Drive and Newhall Ranch Road, approximately three -tenths of a mile east of Copper Hill Drive, and is owned by Smyth Commerce Center, LLC. The one parcel being created will have 18 attached industrial condominium units. Water rights have been secured for this parcel. Sufficient street right-of-way has been dedicated along Newhall Ranch Road for a future Class I bike trail on the south side, and along Smyth Drive for a future eight -foot paseo on the north side. The site is for commercial purposes only and has no Quimby requirement. The conditions set by the Planning Commission have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTION Staff has not identified any alternative action that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT No public streets are being dedicated to the City by this map. No impact will be made to the City's street maintenance budget. Quimby Fee: No Quimby fee is required for this commercial project B&T Benefit District Fee: The B&T obligation for this project has been paid to the County of Los Angeles as a requirement for Tract Map No. 52111, the parent map for Parcel Map No. 26275. Transit Fees: No transit fee is required for commercial development. Road Improvements: No new public streets are being proposed within this phase.
