SUBJECT: BUREAU OF JUSTICE ASSISTANCE LOCAL LAW
ENFORCEMENT BLOCK GRANT NO. 7
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
1. Approve the submittal of an application for the Bureau of Justice Assistance Local Law
Enforcement Block Grant in the amount of $116,049, and authorize Interim City
Manager, or designee, to complete required application and subsequent document and
to execute any contracts, change orders, or amendments arising out of this program,
subject to City Attorney approval.
2. Establish estimated revenues in the Bureau of Justice Assistance Local Law
Enforcement Block Grant No. 7, account number 108-5268 for $116,049, and transfers
in account number 108-6801 for $12,894.
3. Authorize $12,894 to be transferred from City Council Contingency Fund account
number 1240-7401 to transfers out, account number 001-9501 for the required cash
match.
4. Upon award of grant, appropriate $2,000 to account number 74952-7011 and $126,943
to account number 74952-8110.
In June 2002, the Bureau of Justice Assistance announced the availability of funding for
the Local Law Enforcement Block Grant Program. The City of Santa Clarita is eligible for
a direct award of $116,049. The grant requires a cash match by the City of $12,894, for a
total program budget of $128,943.
The purpose of the Local Law Enforcement Block Grant is to provide local jurisdictions with
opportunities to reduce crime and improve public safety. This is done through the
implementation of diverse strategies ranging from addressing the issue of violent juvenile
crime to establishing crime prevention programs involving cooperation between residents
and law enforcement personnel.

In October 1996, the City of Santa Clarita received funding from the first Local Law
Enforcement Block Grant for summer bike patrol, truancy sweeps, alcohol enforcement,
and targeted DUI checkpoints. Funding from Local Law Enforcement Block Grant No. 7
will replace existing funding as prior grants end, and will enable Santa Clarita to continue
summer bike patrol, truancy sweeps, alcohol enforcement, and DUI checkpoints through
September 2004. The grant stipulates that funding must be used for activities above and
beyond the regular duties of the Santa Clarita Valley Sheriffs Station.
The grant also requires an advisory board that includes representation of groups with
recognized interest in criminal justice and crime, or substance abuse, prevention, and
treatment. The Prevention Policy Board, an existing oversight committee, will be used for
this grant.
ALTERNATIVE ACTIONS
1. Decline grant funding.
2. Other direction as determined by City Council.
FISCAL IMPACT
The anticipated cost of this program is estimated to be $128,943. The grant award of
$116,049 requires a cash match of $12,894 requested from the City Council Contingency
Fund.
