HomeMy WebLinkAbout2002-06-25 - AGENDA REPORTS - LMD 1 CENTRE POINTE BUSINESS (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: June 25, 2002 City Manager Approv Item to be presented by: Steve Stark SUBJECT: INITIATING PROCEEDINGS FOR THE ANNEXATION OF TRACT MAP NO. 42670 (CENTRE POINTE BUSINESS PARK) AND ADJACENT PROPERTIES INTO SANTA CLARITA LANDSCAPE MAINTENANCE DISTRICT NO. 1, AS ZONE 113 DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council adopt the resolution to initiate the annexation proceedings, order the preparation of preliminary Engineer's Report, declare the City's intention to annex the development into the corresponding District, mail ballots, call for the public hearing on the levy of assessments, and set the public hearing for August 27, 2002. BACKGROUND The developer is required to install parkway landscaping and must provide for the long-term maintenance of the landscaping as a requirement of the development. The developer is requesting to include the maintenance of the parkway and slope landscaping in a landscape maintenance district and is proposing to include 14 properties outside the boundaries of the development into the district. The landscaping provides a beautification corridor throughout the Redview/Ruether commercial area. This landscape enhancement also provides an aesthetic benefit to the adjacent property owners. An Engineer's Report has been prepared to identify the properties that receive benefit and are proposed to be included in the District. The properties that are not part of the Centre Pointe Business Park development are proposed to receive a reduced assessment. The developer will hold a public meeting prior to the ballots being mailed to provide information to the property owners regarding the proposed District. ALTERNATIVE ACTION 1. Do not annex the territory into the maintenance district. Require the developer to form an industrial association. This alternative requires a lengthy process. Agenda Item: / ANNEXATION OF TRACT MAPS June 25, 2002 — Page 2 2. Order changes to any of the matters on the report as provided in the Landscaping and Lighting Act. Changes may include: a. Changing the improvements or landscaped area; b. Changing the proposed boundaries; c. Changing the assessments, provided they do not exceed the amounts provided in the ballots; or d. Changing the diagram. 3. Other direction as determined by City Council FISCAL IMPACT Annexation of this development into Santa Clarita Landscape Maintenance District No. 1 as Zone 1B will provide funding for the annual maintenance of landscaping located throughout the District. The estimated revenues to be collected from all parcels within the annexation, for expenditures related to annual maintenance of District landscape improvements, will be $636.89 annually per EDU for the lots within Tract Map 42670 (Centre Pointe Business Park) and for the adjacent properties, for a total assessment of $143,383. The level of Benefit and Equivalent Unit cost for the adjacent properties is less than the lots within Parcel Map 42670. The LMD's are revenue neutral, and the funds collected will match the expenses. The total overall budget for this zone is $148,383 and is not currently included in the proposed budget for FY 2002/03. The initial budget for the landscaping that is currently installed will be half of the total budget. The agenda item for the public hearing on August 27 will include direction to establish the fiscal year 2002-03 budget, if the assessment is approved by the property owners at the public hearing.
