HomeMy WebLinkAbout2002-08-27 - AGENDA REPORTS - LMD CREEKSIDE HIDDEN CREEK (4)CITY OF SANTA CLARITA AGENDA REPORT PUBLIC HEARING DATE: August 27, 2002 City Manager Approv Item to be presented by: Steve Stark SUBJECT: PUBLIC HEARING FOR ANNEXATION OF PARCEL MAP NOS. 44831-02 AND 44831-03 (CREEKSIDE AND HIDDEN CREEK) INTO SANTA CLARITA LANDSCAPE MAINTENANCE DISTRICT NO. 1, AS ZONE 7 DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council conduct the public hearing; adopt the resolution approving the Engineer's Reports and ordering the annexation of Zone 7, and authorize the annual levy and collection of assessments. BACKGROUND The annexation of Zone 7 into the City's Landscape Maintenance District No. 1 is a procedural matter. The developer is required to annex the development into an existing District, or forma new District, as a condition of development to provide for beautification and landscape maintenance of slopes and parkways. Since these properties directly benefit from the improvements, staff is proposing to annex Tract Nos. 44831-02 and 44831-03 (Creekside and Hidden Creek), as Zone 7. ALTERNATIVE ACTIONS 1. Do not annex the territory or form the zones. 2. Other direction as determined by City Council. FISCAL IMPACT Annexation of these developments into the Santa Clarita Landscape Maintenance District No. 1, Zone 7; will provide funding for the maintenance of landscaping in parkways and slopes adjacent to the development and located throughout the Zone. NED:ltk:hds Sn\co=d1\LMD=nex44831ph.doc CITY OF SANTA CLARITA NOTICE OF PUBLIC HEARING PUBLIC NOTICE IS HEREBY GIVEN: A Public Hearing will be held before the City Council of the City of Santa Clarita in the City Hall Council Chambers, 23920 Valencia Blvd., 1A Floor, Santa Clarita, California, on the 27° day of August, 2002, at or after 6:00 p.m. to consider the annexation of the Creekside and Hidden Creek Developments into Landscape Maintenance Districts located in the City of Santa Clarita, California. 1) Annexation of Tracts 44831-03 and 44831-03, the Creekside and Hidden Creek developments, into Santa Clarita Landscape Maintenance District No. 1, as Annexation No. 7. The total proposed annual assessment for the residential development is $196.90 per equivalent dwelling unit. Notices of the proposed assessment and the public hearing have been sent to all property owners affected by the assessment. The City Council pursuant to the Landscaping and Lighting Act of 1972, being a division of the Streets and Highways Code of the State of California ("the Act"), desires to annex the properties into the landscape districts. Proponents, opponents, and any interested persons may appear and be heard on this matter at that time.
