DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council conduct the public hearing; adopt the resolution approving the Engineer's Reports and ordering the annexations Tl -N, Tl -O, Tl -P, Zone 2D, and 2E; and authorize the annual levy and collection of assessments. BACKGROUND The annexation of the five individual developments into the City's Areawide Landscape Maintenance District No. Tl and District 1, Zone 2 are procedural matters. The developers are required to annex or form their developments into an existing or new District as a condition of development to provide for beautification and maintenance of landscaped medians and parkways. Since these projects directly benefit from the improvements, staff is proposing to annex Tract No. 44831-03 (Creekside) as Annexation Tl -N, Parcel Map 26125 (Smyth Drive) as Annexation Tl -O, Parcel Map 25885 (Smyth Drive) as Annexation Tl -P, Tract No. 50484 (Jack-in-the-Box) as Zone 2D, and Parcel Map 25916 (Flying Tiger) as Zone 2E, to assist in the annual maintenance costs. ALTERNATIVE ACTION 1. Do not annex the territory or form the zones. 2. Other direction as determined by City Council. Agenda Item:jr FISCAL IMPACT Annexations of these developments into the Santa Clarita Landscape Maintenance District No. Tl and Santa Clarita Landscape MaintenanceDistrict No. 1, Zone 2; will provide funding for the maintenance of landscaping in medians adjacent to the developments and located throughout the Districts. NED:Itk R\council\agn U\2002\LMDnn 2-12-ph.dm CITY OF SANTA CLARITA NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN: The public hearings will be held before the City Council of the City of Santa Clarita to consider the annexation of certain developments into City landscape maintenance districts. 1) Annexation of Tract 44831-03 at Creekside and Parcel Maps 26125 and 25885 at Smyth Drive and Santa Clarita Landscape Maintenance District No. Tl, as Annexation Nos. Tl -N, Tl -O and Tl -P. The total proposed annual assessment for the commercial/industrial development is $51.09 per equivalent dwelling unit. 2) Annexation of Tract Map 50484 at Jack-in-the-Box and Parcel Map 25916 at Flying Tiger into Santa Clarita Landscape Maintenance District No. 1 as Zone Nos. 2D and 2E. The total proposed annual assessment for 2D is $1,529.52 and for 2E is $2,160.00. The hearing will be held in the City Council Chambers, 23920 Valencia Blvd., first floor, Santa Clarita, CA 91355 on the 12' day of February, 2002, at or after 6:00 p.m. The City Council pursuant to the Landscaping and Lighting Act of 1972, being a division of the Streets and Highways Code of the State of California ("the Act"), desires to annex the properties into the landscape districts. Proponents, opponents, and any interested persons may appear and be heard on this matter at that time. Further information may be obtained by contacting the Parks, Recreation, and Community Services Department, Nancy Delange, Associate Engineer, at (661) 286-4005. If you wish to challenge this action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Santa Clarita at or prior to the public hearing.
